HomeMy WebLinkAbout20050 Rite Aid-19054 HD Supply Soil Transfer Review 2018.12.04  December 4, 2018 Sent Via Email Mr. Matt Lucarelli Mr. Scott Carr BMPI-ST1414 LLC Camp Landowner, LP matt@beacondevelopment.com scott@camp.nc Subject: Soil Transfer Approval HD Supply and Rite Aid Brownfields Sites Charlotte, Mecklenburg County Brownfields Project No. 19054-15-060 and 20050-16-060 Dear Mr. Lucarelli and Mr. Carr: The North Carolina Department of Environmental Quality (DEQ) Brownfields Program received a request to import fill from the HD Supply Street Brownfields Property (19054-15-060) to the Rite Aid Brownfields Property (20050-15-060), submitted by Mr. Matt Ingalls of Hart & Hickman, PC on November 28, 2018 via email on your behalf. DEQ Brownfields reviewed the analytical data available from the HD Supply Brownfields Property Environmental Management Plan (EMP) dated October 2, 2017. DEQ Brownfields understands the soils to be exported are those represented by samples collected in Section 1 and Section 2. DEQ Brownfields incorporated the proposed export analytical data into the February 2018 DEQ Risk Calculator for the receiving Rite Aid Brownfields Property. With the addition of the HD Supply soils, the Calculated Carcinogenic Risk and the HI were still below the DEQ threshold criteria of 1.0 E-04 and 1, respectively. Therefore, soils from Section 1 and Section 2 of the HD Supply Brownfields Property may be used as fill at the Rite Aid Brownfields Property on the east side of Building 1 (former MV Graham Building) as shown on the attached figure provided by your team. Per the HD Supply EMP, the soils will be field screened during excavation prior to export from the property. If unanticipated impacts are identified during excavation, please refer to the EMP for further actions and cease transfer until appropriate characterization can be completed. In accordance with each site’s approved EMP, an annual Redevelopment Summary Report will be submitted to DEQ Brownfields. Details related to the disposition of this soil including but not limited to, total volume, general description of field screening efforts, etc. should be included with the Redevelopment Summary Report. Using the risk calculator and taking the highest concentrations for each detected contaminated the HI was calculated. It is acceptable to import 300 cu yds from HD Supply (19054) to Rite Aid at the location marked on the figure above on page 1. Approval letter sent on 12/4/2018 from DEQ to PDs. See attahed.
