The item(s) listed above were observed by Section staff and require action on behalf of the facility in order to come into or maintain compliance
with the Statutes, Rules, and/or other regulatory requirements applicable to this facility. Be advised that pursuant to N.C.G.S. 130A-22, an
administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit,
or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to
enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any
such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules.

ADDITIONAL COMMENTS
1. The facility is permitted as a large Type 1 compost facility and may accept only land clearing debris (vegetative
material such as stumps, tree trunks and branches and wood chips), yard trash (including grass clippings and
leaves) and clean, untreated, unpainted wood waste (such as crates and pallets). No composting is currently
taking place at the facility due to the need to modify the existing storm water permit to include the expanded
operations.
2. Ms. Knowles stated that the city’s grinding contractor had just completed grinding operations and was in the
process of removing the logs, firewood and processed wood waste from the site. She added that no other
operations had taken place at the facility under the new permit, pending receipt of an approved stormwater
permit.
3. Ms. Knowles explained that city staff perform curbside brush collection year-round, and new wood waste
stockpiles were observed at the site.
4. The site was observed to be very clean and well-maintained. No windblown litter was found, and no ponding
water was visible.
5. The access roadways are of all-weather construction and in good condition.
6. The site is secured by means of a perimeter fence and a gate which is kept locked when city staff are not
present.
7. Proper signage was observed at the entry gate.
8. The facility also serves as an approved temporary disaster debris storage site (DS79-002), and is in condition to
accept disaster debris.
