I wanted to reach out after some time to inform you that the project has finally gotten some footing. One of the first
steps with any construction project is the E&SC or SWPPP work. Is there a time next week were we might chat a few
minutes and discuss first steps.

Again, just wanted to touch base, as expected there were changes and an RFP procurement for the Design Build team
(i.e. contractor etc.) was done. We were selected to assist with the design and engineering, environmental will be a
part of the alignment. However, no further updates at this time.

Thank you for your response. I have been able to review the EMP template you have included and we can
accommodate the overlay as well. At this point in time we are still working on the RFP and procurement for the
Design Build team (i.e. contractor etc.) and will work these number and costs into that document. With the holidays
and recent decisions I expect some time will pass before these are ultimately resolved from our end.

Sean:

Thanks for sending the ECS Phase II Report, it was very helpful providing additional sampling information. During our
last call, I mentioned collecting soil samples along the proposed roadway roughly every 200 ft, however based on the
additional assessment by ECA, much of that work has been completed. I see a few issues that may need to be
addresses:

1. The ECS analysis included VOCs and SVOCs, metals was not included. However, if you are not importing fill,
we can proceed without metals. This would give us background/existing levels on the future roadway.
2. Sample depth, can you all overlay the road placement with soil sample locations and provide a cut depth in
that area.

Current Brownfields Projects, require an Environmental Management Plan (EMP) to cover all aspects of working on
brownfields property. It is listed as a Land Use Restriction. It is not mandated on this project but recommended.
We have discussed all the issue via email, but this is a good one stop document and gives approval from DWM. Take
a look at the attached template document and see what you think.

I hope this finds you well, the City of Charlotte D-B project for the I-85 connector is moving along nicely. They have
determined their preferred alternative (please see attached). As indicated in red, most of the site work will require
filling, with the exception of a few minor cuts long Research Drive and for sidewalks etc. on the northern edge of the
future roadway.

The purpose of this email is to request a little of your time to discuss potential brownfields related issues at the site
including soil management, acquisition, Phase II, potential dewater etc. If there is a time we can speak on these
topics that would be much appreciated.

As an add-on from the email chain below I was wondering if there were any historic Phase II or delineation type reports or
findings. As we narrow our preferred corridors (down to two potential alignments presently) we want to determine any
potential cut/fill or dewatering issues that could arise during construction for further costing considerations. The area of
interest would probably be the northern property edge at this time.

I am currently working on a project with the City of Charlotte for a Feasibility Study of a new bridge crossing. Part of
project appears to potentially be located on a property at 8900 Research Drive in Charlotte, Mecklenberg County. I
have attached the Notice of Brownfields Property document that was provided to us. It appears that the COCs
impacting groundwater about acceptable regulatory levels are TCE and chloroform. The most recent data provided
in the document is from 2004. I would like to speak to you to see if there is more recent sample data for
groundwater at this site, and to inquire into the current status of this Brownfields property. Please call me at my
