Dear Mr. Gallagher:
The North Carolina Department of Environmental Quality (DEQ) Brownfields Program received
your email request to export approximately 600 cubic yards of soil from the Retreat at Renaissance
Brownfields Property. It is DEQ Brownfields’ understanding that the soil was generated during
limited detail grading activities from less than two feet below ground surface. Based on this
information, DEQ Brownfields reviewed the previously submitted Final At-Grade Soil Sampling
Report dated July 29, 2018. DEQ Brownfields believes the six samples documented in this report
are representative of the estimated 600 cubic yards to be generated by this detail grading. Based
upon our review, soils generated by this final detail grading may be managed as follows:
• Soils may be managed at a permitted Construction & Demolition (C&D) Landfill or
Municipal Solid Waste (MSW) Landfill.
• Soils may potentially be managed at a permitted Land Clearing and Inert Debris (LCID)
Landfill or as beneficial fill with background metals concentrations similar to those
identified at the Brownfields Property with prior DEQ approval.
• Soils may be managed at another Brownfields Property with prior DEQ Brownfields
approval.
Per the Retreat at Renaissance EMP, the soils will be field screened during excavation prior to
export from the property. If unanticipated impacts are identified during excavation, please refer
to the EMP for further actions and cease transfer until appropriate characterization can be
completed.

In accordance with the site’s approved EMP, an annual Redevelopment Summary Report will be
submitted to DEQ Brownfields. Details related to the disposition of this soil including but not
limited to, total volume, general description of field screening efforts, etc. should be included with
the Redevelopment Summary Report.
Please be advised that this approval does not waive any applicable requirement to obtain any
necessary permits, licenses or certifications which may be required from other state or local
