Subject: Review of Final At-Grade Soil Sampling Report
Retreat at Renaissance Brownfield Property
398 South Franklin Street
Wake Forest, Wake County
Brownfields Project No. 20056-16-092
Dear Mr. Gallagher,
The Department of Environmental Quality (DEQ) Brownfields Program received the Final At-
Grade Soil Sampling Report dated November 16, 2018 (Report) for the above referenced site. This
Report was revised from the first draft dated July 29, 2018 to address DEQ Brownfields comments.
The report summarizes the findings of the final grade soil assessment activities conducted in
accordance with the approved Work Plan for Final Grade Sampling of Exposed Soil dated June 4,
2018 (Work Plan) approved by the Brownfields Program.
DEQ Brownfields evaluated the final grade soil sampling analyses included in the report using the
DEQ Risk Calculator. The results of this evaluation were below the DEQ thresholds for residential
use. Based on review of the analyses, DEQ Brownfields believes the metals detected in site soils
to be naturally occurring.
DEQ Brownfields has determined that, for this phase of development, the submitted Report
complies with the final grade sampling requirement of Land Use Restriction 2.e. of the Retreat at
Renaissance Notice of Brownfields Property.
