OBSERVED VIOLATIONS:
None.
The item(s) listed above were observed by Section staff and require action on behalf of the facility in order to come into or maintain compliance
with the Statutes, Rules, and/or other regulatory requirements applicable to this facility. Be advised that pursuant to N.C.G.S. 130A-22, an
administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit,
or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to
enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any
such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules.

ADDITIONAL COMMENTS
1. The facility is permitted as a small Type 3 compost operation that accepts manure, straw, animal bedding,
vegetative agricultural waste (gin trash, tobacco dust), livestock mortality and inorganic nitrogen sources.
2. Organic waste is generated during events in the livestock barn at the Fairgrounds, and animal bedding material
and manure are collected and brought to the facility for composting.
3. Only waste generated in the livestock barn is currently accepted for composting. No waste is received from the
public or from other outside sources. All compost produced at the facility is used at the facility; none is
distributed to the public.
4. Mr. Smith stated that waste had been received from the livestock barn in late October. He added that less waste
than usual had been received after the fair closed.
5. Composting operations take place in a series of 8 concrete bunkers, each of which is outfitted with a fan that is
used to force air through the waste to speed up the composting process. The bunkers (or bins) are located
northeast of the facility office.
6. At the time of this inspection, new material from the fair had been placed in compost bins 1 through 4. Leftover
compost from the previous season occupied bin 7. No unacceptable material was found in the compost
operations area.
7. A review of the temperature logs from October 15 through 28, 2018 indicated that all of the material in bins 1
through 4 had achieved a temperature of at least 131° for a period of 8 consecutive days, and had maintained a
temperature of 114° or higher for 14 consecutive days.
8. Records indicated that the compost thermometer had been calibrated on November 14, 2018 using the ice
bucket method.
9. A copy of the current permit and approved operations plan were missing from the working file in the facility
office. A copy of each document is attached to the email for this inspection report. Ensure that a copy of the
current Permit to Operate (dated October 29, 2015) and the approved operations plan (dated October 22,
2015) are maintained at the facility and are available for review upon request.
10. Mr. Smith remarked on the makeup of the new material, stating that he has considered adding some of the
finished material from bin 7 to the new piles to ensure that the composting process would take place on
schedule.
11. The site was observed to be clean and well-maintained.
12. The composting operation is secured by a perimeter chain link fence with locking gate to prevent unauthorized
entry. In addition, the composting area is located in a section of the fairgrounds property that houses an
equipment storage area and, therefore, is secured by another perimeter fence with locking gate. Gates are locked
except when facility staff are not present.
13. Proper signage was observed at the internal entry gate of the compost area.
14. The compost operational area is sloped to direct surface water to a gravel berm located east of the compost bins.
The water filters through the berm then sheet flows onto the grassy bank beyond. At the time of this inspection,
the low area in front of the berm held some ponded water. Mr. Smith stated that the water drains gradually, and
that he expected the area to be dry within the next day or so, based on the current weather forecast.
15. Mr. Smith stated that material in each active compost bin would begin to be turned regularly, since temperature
requirements had been attained.
