ADDITIONAL COMMENTS
On November 14, 2018, John Patrone met with Bruce Woody and Kristina Witosky to conduct a comprehensive
inspection of the Orange County Regional MSW Landfill – HHW Facility on Eubanks Road in Chapel Hill, Orange
County.
1. The facility is a permanent household hazardous waste (HHW) collection facility owned by Orange County.
2. The HHW facility is located adjacent to the closed/no longer active municipal solid waste (MSW) landfill. The
landfill is lined and known as the south MSW landfill.
3. Orange County has been in contact with the SWS - Permitting Branch regarding closure activities occurring after
permit expiration. A closure permit will be issued upon receipt of additional documentation for the south MSW
landfill.
4. The HHW facility is no longer active. It ceased accepting HHW in late August 2018.
5. During the inspection, it was observed that there was no HHW on site. The collection building and two
outbuildings were inspected.
6. Ms. Witosky stated that the three secondary containment sumps contain rainwater.
7. The County has constructed and permitted a new HHW facility (68-06) that is in operation at the convenience
center adjacent to Eubanks Road.
8. County personnel will determine if it is advantageous to utilize the HHW building as an overflow [HHW
collection facility] site and/or as a conditionally exempt small quantity generator (CESQG) collection facility.
9. The abovementioned building reuse was discussed with SWS – Permitting Branch: Sherri Stanley, Permitting
Branch Head, and Benjamin Jackson, Permitting Engineer, during a meeting held later in the day.

with the Statutes, Rules, and/or other regulatory requirements applicable to this facility. Be advised that pursuant to N.C.G.S. 130A-22, an
administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit,
or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to
enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any
such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules.
