STATUS OF PERMIT:
The Permit to Operate shall expire August 01, 2020. Pursuant to Rule 15A NCAC 13B .020l(g), no later than February
03, 2020, the permittee must submit a request to the Section for permit renewal.

Attachment 3, PART I: GENERAL FACILITY, 11. States. “…Proper operation and maintenance includes effective
performance, adequate funding, adequate operator staffing and training, and adequate laboratory and
process controls, including appropriate quality assurance procedures.”
The County is in violation of the above Permit condition in that there were no certified operators onsite at the time of
this inspection.

ADDITIONAL COMMENTS
1. The facility is permitted to receive non-hazardous solid waste from Bladen, Brunswick, Columbus, Cumberland,
Duplin, Harnett, Hoke, Johnston, New Hanover, Pender, Robson, Sampson, and Scotland counties.
2. After Hurricane Florence the County agreed to allow the EPA and contractor, selected by the EPA, to store and
mange ESF-10 materials on the corner, by the entrance, of the facility property. The EPA contractor had
concluded operations and handling of ESF-10 materials at the time of this inspection.
3. Records were reviewed during this inspection.
4. The facility accepts an average of 70 tons of waste per month. The facility saw a spike in tonnage in
September (98.3 tons) and October 2018 due to Hurricane Florence.
5. Facility operates a scrap metal and white goods recycling area. The recycler, Metal Recycling out of Monroe
NC, collects the CFCs from applicable white goods.
6. Scrap tires are collected in covered transfer trailers until transport to the recycler, Central Carolina Tire.
Waste manifests were available during this inspection.
7. The facility leachate is collected in the facility oil/water separator. Noble Oil pumps and hauls the liquids from
the oil water separator.
8. Any oil that leaks or is spilled on the ground shall be properly remediated. The soil or gravel contaminated by
the oil shall be removed properly disposed at a permitted facility.
9. The facility accepts electronic waste. GEEP is contracted to haul and recycle the electronics.
10. Waste screening forms were available during this inspection. Ensure the waste screening forms document
unacceptable waste removed from the tipping floor. The waste screenings must be done in accordance with
the Facility Operations Plan (2.3.1 Waste Receiving and Inspection).
11. At the time of this inspection all operator training certifications had expired.
12. The facility used CEI to haul transfer station waste to Sampson County Landfill through October 31, 2018. As
of November 1, 2018, HILCO Transport will manage the hauling.
13. The tipping floor was holding leachate which was being tracked out into the gravel drive. When leachate is
tracked beyond the tipping floor the area shall be scraped and the contaminated gravel/dirt properly
disposed.
14. If leachate escaping the tipping area becomes a continuous issue the facility will be issued a Notice of Violation
for violating rule .0402(3) of the 15A NCAC 13B and may be subject to sampling requirements.
15. Cleaning and maintenance of the tipping floor area and drains will help ensure leachate is captured by the
collection system.
16. Windblown waste appeared to be well managed except for immediately around the loading bay. Waste was
observed piled at both the entrance and exit of the bay. Facility staff began to remove the waste and haul to
the tipping floor before this inspection was concluded.
17. The riprap drainage features around the transfer station contained painted block and concrete. Painted
material shall be removed and properly disposed. See Beneficial Fill rules .0562 of the 15A NCAC 13B.
18. At the time of this inspection white goods were mixed with scrap metal and were not placed upright. White
goods may not be stored in any position other than upright as the CFCs are not collected until Metal Recycling
collects the scrap metal and white goods for recycling. White goods shall be managed in accordance with the
approved Operations Plan.
The item(s) listed above were observed by Section staff and require action on behalf of the facility in order to come into or maintain compliance
with the Statutes, Rules, and/or other regulatory requirements applicable to this facility. Be advised that pursuant to N.C.G.S. 130A-22, an
administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit,
or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to
enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any
such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules.

19. White goods shall be properly managed at convenience sites and during transportation to ensure they do not
leak CFCs before arriving at the transfer facility.
20. Firefighting equipment is present at the transfer facility. Directly across the drive from the tipping floor is a
one-inch water hose available for fire suppression.
21. Ensure that erosion control measures are being maintained on site.
22. The push walls were clean and look well maintained. Continue to do a good job cleaning each day.
23. A Notice of Violation will be sent via certified mail. Corrective actions listed above and in the Notice of
Violation shall be completed by December 13, 2018.
