The work plan is acceptable and approved. In the summary report, please include site plan with sample locations, summary table and full analytical reports. The laboratory analytical reports must include J Flags and Level II QA/QC. Please refer to the Environmental Management Plan dated February 21, 2017 for a listing of site specific background metal concentrations when comparing results. Be advised that this approval from the Brownfields Program does not waive any applicable requirement to obtain any necessary permits, licenses or certifications for the above listed activities nor does it waive any requirement to comply with applicable law for such activities. Craighead Road and Philemon Avenue Charlotte, North Carolina Brownfields Project No. 18015-40-060 H&H Job No. SHR-001 Dear Carolyn: 1.0 Introduction On behalf of Philemon NoDa Partners, LLC, Hart & Hickman, PC (H&H) has prepared this stockpile soil sampling work plan for the former Abernethy Lumber Brownfields property located at E. Craighead Road and Philemon Avenue in Charlotte, Mecklenburg County, North Carolina (Site). The Site is in the North Carolina Department of Environmental Quality (DEQ) Brownfields Program (Brownfields Project #18015-40-060). Grading and construction activities are currently underway at the Site in accordance with the DEQ-approved Environmental Management Plan (EMP). As we’ve discussed, H&H proposes to conduct stockpile soil sampling activities at the Site to determine if the stockpiled soil is suitable for use in future landscaped and/or exposed areas. The soil stockpile contains approximately 4,000 cubic yards of material cut from the far western portion of the Site during construction of the temporary sediment basin. Based on current construction Ms. Carolyn Minnich November 12, 2018 Page 2 S:\AAA-Master Projects\Stonehenge Real Estate Group - SHR\SHR-001 Former Abernethy Lumber\Stockpile Sampling\Stockpile Sampling Work Plan_Abernethy Lumber.doc plans, approximately 4,000 cubic yards of soil will be required to fill the planned landscaped areas at the Site from zero to two ft below ground surface (bgs). Analytical results will be compared to the DEQ Inactive Hazardous Sites Branch (IHSB) Residential Preliminary Soil Remediation Goals (PSRGs) and Site-specific background concentrations for metals. The stockpiled soil will be deemed suitable for use in exposed areas at the Site if analytical results are below the Residential PSRGs and/or Site-specific background concentrations for metals. The proposed assessment activities will be performed in general accordance with DEQ’s IHSB Guidelines for Assessment and Cleanup (Guidelines) dated October 2015 and most recent version of the U.S. Environmental Protection Agency (EPA) Region IV Science and Ecosystem Support (SESD) Field Branches Quality System and Technical Procedures guidance. Details concerning these activities are provided below. 2.0 Sampling Activities Stockpile Soil Sampling To evaluate the suitability of the stockpiled soil at the Site, H&H proposes to sample the soil stockpile at a rate of one sample per 1,000 cubic yards. Therefore, four samples will be collected from the soil stockpile for laboratory analysis. In accordance with the DEQ-approved EMP, final grade samples will be analyzed for volatile organic compounds (VOCs) by EPA Method 8260, semi- VOCs (SVOCs) by EPA Method 8270, and hazardous substance list (HSL) metals plus hexavalent chromium by EPA Methods 6020/7179/7199. VOCs will be collected as grab samples using a decontaminated stainless-steel hand auger. SVOCs and metals will be collected as composite samples using a decontaminated stainless-steel hand auger. The composite samples will consist of at least five sample aliquots that are combined to form one sample for laboratory analysis. The soil samples will be placed in dedicated laboratory-supplied sample containers and then shipped to a North Carolina-certified laboratory under standard chain of custody protocols.
