The Craig Road Landfill is permitted to receive: "Coal combustion residuals" …, including fly ash, bottom ash, boiler
slag, mill rejects, and flue gas desulfurization residue produced by a coal-fired generating unit destined for disposal”.
The landfill is primarily utilized for the disposal of ash generated by the Belews Creek Steam Station. Operations at
the facility began in February 2008. The facility is permitted to operate 24 hours a day, 7 days a week. The facility is
in operation on an as needed basis. Operations occur infrequently outside of daylight hours.
1. The Solid Waste Section was notified on October 15, 2018, that a small area of the northern slope of the
landfill had failed on October 14, 2018. Investigation into the failure revealed that a slope drain had
decoupled allowing stormwater to create a void on the slope. Following the rain event from Tropical Storm
Michael on October.11, 2018, the landfill personnel inspected the landfill on Thursday October 11, Friday
October 12, Saturday October 13 and Sunday October 14. During the Sunday, October 14 inspection, coal
combustion residual material was found in the perimeter ditch and some ash migrated under the haul road to
non-contact stormwater basin. Clean up and repair was nearing completion at the time of the inspection
during the morning of October 16. The upper section of the down drain which was no longer functioning as
designed was removed. The down drain from the lower bench was repaired and the bench was rebuilt.
2. A plan is being developed to address the removal of all of the down drains on the upper slopes of Phase 1
which appear to be nearing the end of their functional life.

3. The approved Operations Plan (listed in Section 2.1.2) allows for the disposal of coal combustion by-products,
gypsum produced by the flue gas desulfurization (FGD) process, waste water treatment sludges produced by the
flue gas desulfurization process, waste limestone materials, boiler slag, sand blast materials, fixated FGD waste,
and other coal waste generated by the Belews Creek Steam Station.
The item(s) listed above were observed by Section staff and require action on behalf of the facility in order to come into or maintain compliance
with the Statutes, Rules, and/or other regulatory requirements applicable to this facility. Be advised that pursuant to N.C.G.S. 130A-22, an
administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit,
or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to
enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any
such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules.

4. The facility is operated by Charah, Inc. which is responsible for hauling materials to the landfill, daily operations
of the landfill, and conducting other associated activities. The plant was in dual outage at the time of the
inspection and no material was being landfilled.
5. Facility access roads are of all-weather construction and are well maintained.
6. Chimney drains have been installed to facilitate leachate drainage into the collection system. They appeared well
maintained at the time of the inspection. The chimney drain at the northwest side of the active part of the landfill
was surrounded by water from the recent storm events. Chimney drains should be reworked as needed to
promote drainage into the leachate collection system.

7. No windblown dust from landfill operations or roadways was noted during the inspection. Weather conditions
during the inspection were partly cloudy.
