Permit Condition 2. This site shall be operated and maintained in accordance with the nutrient management plan. It appears that the right field has not been harvested this fall as per the approved nutrient management plan, in regards to establishing the winter cover crop. Harvest the right field (per the 30 day wait after the last septage application) and plant the winter cover crop. The left field has been harvested this fall & it appears that rye is coming up but is not adequate over the entire field at this time. Land application shall occur this winter only if an adequate cover crop is established. SEE BACK OF PAGE The item(s) listed above were observed by Section staff and require action on behalf of the facility in order to come into or maintain compliance with the Statutes, Rules, and/or other regulatory requirements applicable to this facility. Be advised that pursuant to N.C.G.S. 130A-22, an administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit, or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules. FACILITY COMPLIANCE INSPECTION REPORT Division of Waste Management Solid Waste Section Page 2 of 2 ADDITIONAL COMMENTS 1. It appears that the left field is currently in use. No sign of heavy application. No odors noted. No sign of land application outside the permitted boundaries. It appears that the approved setbacks are being met but were not measured at this time. 2. Field markers appear accurate but vegetation needs to be removed from around the field posts along the woodline at the back of the site – field markers must be visible. 3. The required signs are posted and the access road is adequate. 4. Follow the advice of Georgia Love, regional agronomist, in regards to weed control & maintaining the bermuda cropstand in the coming year. 5. The renewal application is currently under review. 6.
