Here is the response form Raleigh soil specialist.
When we sample soil for pastures or grass, we only sample at the 4 inch depth since nutrients are put on top of the
grass. The real problem with such a small soil
depth is water holding capacity and water relations. Without internal drainage, the soil could become saturated and
cause problems for the plants. Without
sufficient rainfaull, the soil could dry faster. However, if the liner isn't everywhere, then you could produced lateral
flow and therefore allow internal drainage.
Lots of sites are capped - landfills, brownfills etc with grass planted on the top which grows successfully. I don't
know what the prescribed depth is but I bet if you
contact someone in DENR who helps regulate landfills, they can tell you.

Hi Emily:
I left you a voice mail message this morning and wanted to follow up with
more information in an e-mail. I am the Project Manager for the Brownfields
Program in the City of Charlotte. I have a few agricultural questions.
Specifically what is the thickness of soil grass can grow in. A particular
site in the Brownfields Program is being redeveloped, but asbestos is in the
top soil. To protect the public and environment the developer is proposing
to cover the impacted areas with a 4 ml ploy liner and topped with 4 inches
of soil. Is this sufficient for growing soil and how will rain and runoff
effect the area? What thickness would you recommend. The entire site will
not be cover with the liner, only portions. I have a large map of the area
and would like to set up a meeting with you to discuss further. Thank you
for your assistance on this project. The Developer for the property is
under time restraints and would like to hear back from me later today or
