The Permit to Operate was issued for the life-of-site. PURPOSE OF SITE VISIT: Comprehensive Inspection STATUS OF PAST NOTED VIOLATIONS: N/A OBSERVED VIOLATIONS: None The item(s) listed above were observed by Section staff and require action on behalf of the facility in order to come into or maintain compliance with the Statutes, Rules, and/or other regulatory requirements applicable to this facility. Be advised that pursuant to N.C.G.S. 130A-22, an administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit, or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules. FACILITY COMPLIANCE INSPECTION REPORT Division of Waste Management Solid Waste Section Page 2 of 2 ADDITIONAL COMMENTS 1. The facility consists of a Materials Recovery Facility (MRF) which receives, processes, and stores source- separated recyclable solid waste materials. It also consists of a permitted transfer facility which receives waste generated within Catawba County. Waste is received from overflow from the GDS hauling division and the City of Conover’s garbage collection. 2. All waste from the facility is disposed at the Blackburn Resource Recovery Facility (Permit #: 18-03) 3. The Permit and Operations Plan were verified. Both documents were current and available upon request. 4. Tonnage records for January 2018 to present were verified. The facility received 6,477.43 tons of waste during this time. 5. A gate was provided at the entrance to the facility to prevent unauthorized access. 6. The previous inspection report requested that the permit number on the facility signage at the entrance be changed to the proper number. Since the previous inspection, the permit number on the entrance sign was changed as requested, but the number was written incorrectly. The number currently reads “1-805-TRANSFER-2001”. The number should be changed to read “1805-TRANSFER-2001”. Ms. Bolton and Mr. Reed stated that the permit number on the sign would be corrected. 7. Waste Screening Reports were verified for January 2018 to present. One screening is performed each week. The forms provided good documentation of the results of each screening. 8. Transfer Station Operation Specialist Certifications: x LaDonna Bolton (expires 5/16/21) x Paul Mendenhall (expires 8/26/20) x Joey Wingler (expires 2/11/21) 9. No unacceptable waste streams were observed with the exception of a small amount of leaves. Ms. Bolton was able to confirm that the leaves were generated from cleanup of loose recyclables around the perimeter of the building. Please ensure that yard waste is not disposed on the tipping floor of the facility. 10. All recyclables received and stored for processing were being kept separate from the tipping floor. 11. Please ensure that all waste observed on the I-beams above the push walls of the tipping floor is removed and properly disposed. Waste observed consisted of plastic and paper. 12. During the previous inspection, a heavy buildup of residue was observed on the drain cover of the first leachate drain as you enter the transfer trailer loading bay. It was requested that all residues on the drain be removed. x During the October 30, 2018 inspection, Ms. Bolton was able to provide photographs showing that the drain was cleaned as requested. Ms. Bolton also confirmed that catch filters are provided in the leachate drains which are removed and cleaned weekly. Thank you for your attention in this area. 13. Please ensure that all wastes deposited on the floor of the trailer loading bay are removed at the end of the working day. This should include removal of waste from the I-beams along the walls of the loading bay as well. 14. No windblown waste resulting from operations of the transfer station tipping floor was observed. 15. Facility staff were in the process of removing loose recyclables from the paved storage areas located in the back of the facility at the time of inspection.
