STATUS OF PERMIT:
The Permit to Operate was issued to Mecklenburg County on June 13, 2016. The Permit to Operate shall expire June 2, 2021.
PURPOSE OF SITE VISIT: Comprehensive Inspection
STATUS OF PAST NOTED VIOLATIONS: None
OBSERVED VIOLATIONS:
None
The item(s) listed above were observed by Section staff and require action on behalf of the facility in order to come into or maintain compliance
with the Statutes, Rules, and/or other regulatory requirements applicable to this facility. Be advised that pursuant to N.C.G.S. 130A-22, an administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit, or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to
enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules.

ADDITIONAL COMMENTS
1. The facility consists of a Household Hazardous Waste Collection Facility and Treatment and Processing Unit (Grinding Operations).
2. The facility is secured by a gate at the entrance of the facility. Operations Inspection of the Household Hazardous Waste Facility:
3. The facility is permitted to receive household hazardous waste generated within Mecklenburg County. To qualify as HHW the waste must be: (a) Generated by individuals on the premises of a residence for individuals (a household); and (b) Composed primarily of materials found in the waste generated by consumers in their homes.
4. Mecklenburg County currently contracts with ECOFLO to operate the HHW facility, however, Mecklenburg County personnel will be taking over operations of the facility in the near future. A revised operations plan has been submitted to the Permitting Branch.
5. No unacceptable material was observed. 6. The facility was well managed.
7. The HHW storage building is separated into three compartments. The compartments have a containment area
beneath the metal grate floor. 8. The compartments are equipped with a dry chemical suppression system. The suppression system was inspected in
September 2018. One fire extinguisher is located inside the storage building.
9. A spill kit is located next to the storage building. 10. All drums or containers were marked with the start date of accumulation of waste as required by the approved
operations plan.
Records Review:
11. Reviewed the permit, weekly inspection forms, customer registration forms, material characterization forms and records for waste shipped off-site for disposal. 12. Take measures to ensure that the operations plan is readily available to be reviewed.
Operations Inspections of the Treatment and Processing Unit (Grinding Operation) 13. The facility is permitted to receive land clearing waste as defined in 15A NCAC 13B, Rule .0101(23), yard waste as
defined in 15A NCAC 13B, Rule .0101(56), unpainted and untreated natural wood and wooden pallets constructed of unpainted and untreated natural wood. 14. No unacceptable waste was observed.
15. Two piles of material were observed on site: one for woody debris and one for material containing yard trash. The woody debris is ground for mulch and any material containing yard trash is ground and sent off
