STATUS OF PERMIT:
The original Permit to Operate a Large Type 1 Solid Waste Compost facility was issued to Mecklenburg County on
April 7, 2017. The Permit to Operate shall expire on April 7, 2022.

OBSERVED VIOLATIONS:
None
The item(s) listed above were observed by Section staff and require action on behalf of the facility in order to come into or maintain compliance with the Statutes, Rules, and/or other regulatory requirements applicable to this facility. Be advised that pursuant to N.C.G.S. 130A-22, an administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit,
or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules.

ADDITIONAL COMMENTS
1. The facility is a Large Type 1 Solid Waste Compost Facility permitted to receive yard and garden waste, silvicultural waste and untreated and unpainted wood waste.
2. The incoming material is from residential and commercial properties within Mecklenburg County as well as surrounding counties. 3. Proper signage is displayed at the entrance of the facility.
4. The facility is secured by a perimeter fence. Entry to the facility is through a security gate, which is locked after hours. 5. The facility accepts approximately 200 tons of yard waste each operating day.
6. Observed the receiving area, processing area, windrow areas and storage areas. All areas were being managed properly. 7. All composting activities are conducted on concrete pavement. Compost pads and roadways are well maintained.
8. No unacceptable waste was observed. 9. No objectionable odors were observed.
10. Reviewed the permit, operations plan, tonnage records, compost analysis conducted in January and July 2018,
moisture levels and temperature records. Temperature measurements appear to be maintained at or above 131°F. 11. On April 18, 2018, the Solid Waste Section approved the pilot study request to add water treatment residuals to the
compost process. The time for the project was one month. Please advise if the pilot study has been completed. If
so, please submit the summary report requested in the April 18, 2018 approval.
