Solid Waste Administrative Assistant John College – NCDEQ-DWM-SWS-FOB STATUS OF PERMIT: Active. The Permit to Operate shall expire March 31, 2020, according to Rule 15A NCAC 13B .0201(g). Pursuant to Rule 15A NCAC 13B .0533(a)(2), no later than October 03, 2019, the permittee must submit the Section a request for a permit review. PURPOSE OF SITE VISIT: Partial Facility Compliance Inspection. STATUS OF PAST NOTED VIOLATIONS: None OBSERVED VIOLATIONS: None FACILITY COMPLIANCE INSPECTION REPORT Division of Waste Management Solid Waste Section Page 2 of 3 ADDITIONAL COMMENTS: 01 - This was an unannounced facility inspection. 02 - The working face of the CDLF is being kept small. 03 - Screening is taking place at the scale house and on the working face. 04 - Cover logs were reviewed during this inspection and were up to date. 05 - No non-conforming waste was found on the working face. 06 - Cover looked good. 07 - Tires are stored into an open top trailer. 08 - Closed MSWLF was being mowed. 09 - Prior Onsite Leachate area was repaired and looks good. 10 - The tractor mowing has created another leachate issue. Picture attached to this report. 11 - The landfill was addressing this issue after John College found this onsite leachate during the ride around inspection. John suggested for a berm to be put around the area to ensure no leachate left the landfill bio 12 - John College also spoke to the tractor driver to avoid continuous driving through areas that appear wet. And to notify the landfill staff so they can evaluate the spot. Operator made 3 passes through this area (picture attached). 13 - John College to Larry Moore (SW Director) to put a berm around this area to ensure no leachate left the landfill boundaries. 14 - A follow up inspection will be conducted in a week or so. 15 - Digital pictures taken during this inspection and some attached to this report. Be advised that pursuant to N.C.G.S. 130A-22, an administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit, or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules.
