On Behalf of Gold Hill Road CDLF, Wood Environment & Infrastructure Solutions, Plc. (Wood) is
pleased to present this report documenting the testing performed of the cover placed in 2017-
2018 and confirmed in 2018 on the southeast corner of Phase 2B. Within this report, please find
documentation for field testing and lab testing for the 1.3 acres of Phase 2B, including a site plan
of the areas meeting SWS Closure requirements. At this time Gold Hill Road CDLF seeks the
Section’s approval of the closure of this area and will continue to close additional areas of Gold
Hill CDLF such that the facility will remain under the allowed 6.1 acres open.
This report is organized into the following sections.

OVERVIEW
This report is intended to satisfy the requirements of 15A NCAC 13B.0543 for documentation of
closure in Area 1, located in the southeast corner of Phase 2B at Gold Hill Road CDLF (See
Figure 1).
Combined with the 5.0 acres closed in September 2017 (Phase 2A), there will be 6.3 acres
certified as closed upon approval of this document.

Major aspects of the cover testing and verification include:
1. Test pits at five locations spaced equally across the area to be considered for closure.
Using an excavator operated by Gold Hill staff, dug pits to depths of 1”, 6” and 12” to
conduct Nuclear Density Gauge tests and to collect undisturbed samples (UD) for
permeability tests.
2. A bulk sample previously collected at this location was used for confirmation of Nuclear
Density testing and direct shear testing for slope stability analysis.
3. Provide Geotechnics with UD samples so that permeability testing and gradation
testing could be performed.
4. Verify compacted soil barrier between depths of 0” to 18” from surface grades meet
Solid Waste Section requirements for thickness and permeability, verified by the
project engineer.
RESPONSIBILITIES AND DOCUMENTATION
The Facility served as its own contractor (facility manager Alfred Morton supervising) using in
house staff and equipment, local surveying support (Charlie Morgan Surveying, PLLC), and field
engineering support and CQA oversight (Wood, Michael Raup, PE supervising). Documentation
of the work consists of field notes, a series of photographs, and lab test data as an attachment in
this report.
One or more CQA site inspections were conducted to outline the objectives of the work and
oversee testing of the fill cover.
The project engineer was witness to Gold Hill CDLF performing testing pits to confirm thickness
of cover, Wood conducting nuclear density gauge testing, and sample collection for testing by
Geotechnics of Raleigh, NC. A total of six (6) testing locations were performed, on the 1.3 acres
of temporary cover placed in the Southern portion of Phase 2B.
The testing schedule for the 1.3 acres was in accordance set forth by the Solid Waste Section
and is as follows:
Testing frequency will be four (4) nuclear density tests per lift per acre starting at a depth of
1”, one (1) drive tube sample collected per acre per lift to be used for laboratory testing, one
(1) bulk samples of material used for cover to perform a standard proctor for calibration of
the nuclear density gauge. This task fulfils a Solid Waste rule requirement for an inspection
by an engineer or geologist.
The final cover at the Gold Hill CDLF consists of two layers, the vegetative soil layer (VSL) and
compacted soil barrier (CSB). While performing nuclear density testing, inspection of the cover
was performed to check thickness requirements. The CSB was measured and confirmed to be
18” or greater. While at the nuclear density test depths, 6” undisturbed drive tubes were also
collected for permeability testing. Nuclear Density testing was performed with a probe length of
6” below the base at depths of 1”, 6”, and 12”. Pictures of the CSB thickness and Nuclear density

testing are included in Appendix C. Results and daily field reports for nuclear density testing are
included in Appendix D.
After the CSB testing was completed and the permeability results were shown to meet SWS
requirements, the VSL was then placed over this area and a final survey of this area was
performed. The VSL measured of 18” in thickness or greater. Pictures were taken of the thickness
measurements which are included in the Appendix C.
LABORATORY TESTING AND OBSERVATIONS
Geotechnics, P.A. Geotechnical Laboratory Testing of Raleigh, NC conducted permeability
testing and soil classification with sieve and hydrometer analysis on six (6) undisturbed samples.
Results from Geotechnics are attached as Appendix B to this report. The soils classified as of Silt
(ML) or Clay Loam (CL) with permeability ranging from 1.1E-6 cm/sec to 8.0E -7 cm/sec. The
strength properties of the cover soils had a friction angle of 29 degrees and cohesion of 180 psf.
During the nuclear density testing, visual soil classification of the cover soils showed micaceous
particles. Micaceous soils along with rock fragments can cause interference with the nuclear
density gauge.
CONCLUSIONS
Based on the test results, the project engineer can confirm the following statements about the
2017-2018 closure for the 1.3 acres of Phase 2B. Thickness requirements for the VSL and CSB
have been confirmed is a minimum of 18”. Review of the permeability testing confirms soils meet
the minimum requirements of soils being 1.0E-5 cm/s or less. The field compaction tests ranged
from 85% to 100% of maximum dry density (MDD); however, based on visual observation, the
soils appear uniformly compacted. The engineer believes the tests may be skewed in places by
variations in mica content and/or small rocks. The project engineer believes the permeability
information is more indicative of the cover quality.

Please find attached the laboratory test results for the above referenced project. The tests were outlined
on the Project Verification Form that was transmitted to your firm prior to the testing. The testing was
performed in general accordance with the methods listed on the enclosed data sheets. The test results
are believed to be representative of the samples that were submitted for testing and are indicative only of
the specimens which were evaluated. We have no direct knowledge of the origin of the samples and
imply no position with regard to the nature of the test results, i.e. pass/fail and no claims as to the
suitability of the material for its intended use.
The test data and all associated project information provided shall be held in strict confidence and
disclosed to other parties only with authorization by our Client. The test data submitted herein is
considered integral with this report and is not to be reproduced except in whole and only with the
authorization of the Client and Geotechnics. The remaining sample materials for this project will be
retained for a minimum of 90 days as directed by the Geotechnics’ Quality Program.
