Babb & Associates, P.A. is providing this ASDA pursuant to 15A NCAC 13B .1633(c)(3) on behalf of the City of High Point to address the historic concentration of cadmium in monitoring well 4104-MW4, an existing compliance well in the water quality monitoring network. The approved ASDA Scope of Work provided for the replacement of monitoring well 4104- MW4 and the collection of soil and groundwater samples to determine the naturally occurring concentration of inorganic compounds in the groundwater hydraulically upgradient of the MSWLF. A description of the field activities, soil and groundwater laboratory analytical results, and ASDA conclusions is provided below. Background Information The Kersey Valley Landfill is located approximately five miles east of downtown High Point and one-half mile east of the intersection of US 70/US 29/I-85 Business on Kivett Drive. The surrounding area is mixed residential and commercial land uses. The Kersey Valley Landfill is located in the central Piedmont Physiographic Province, in the northern portion of the Carolina Slate Belt. Granite is the predominant rock type in the area and outcrops are observed along the creeks and within the site. Groundwater in the uppermost aquifer generally flows through unconsolidated sediments and secondary fractures in the underlying bedrock. Recharge occurs primarily in the northern portion of the site and is limited on slopes. Groundwater flows generally south where it discharges into two unnamed tributaries of Richland Creek. The groundwater potentiometric map (Figure 1) shows that monitoring well 4104-MW4 and the location of the new replacement well are hydraulically upgradient of the landfill operations and hydraulically downgradient of several commercial and residential properties along Kivett Drive. As noted in the approved Water Quality Monitoring Plan for the Kersey Valley Landfill, monitoring well 4104-MW4 is identified as “Upgradient of Phase 3”. Phases 1 through 3 were part of the original Area 1 landfill as shown on Figure 1. Historically, monitoring well 4104-MW4 has shown minor concentrations of cadmium over the past four years, ranging from a low of Below Quantitation Limits (BQL) in May 2014 to a high of 20.3 ug/l in April 2015. No other inorganic compounds have been reported above the NC 2L Groundwater Standards in monitoring well 4104-MW4. No other wells in the groundwater monitoring network have reported inorganic constituents in concentrations exceeding the NC 2L Groundwater Standards during recent water quality monitoring events. Monitoring Well Installation and Soil Sampling A new monitoring well was installed on September 5, 2017 to replace the existing 4104- MW4. The new well (4104-MW4A) is located approximately 75 feet to the east as shown on Figure 2. The new well was installed to a depth of 30 feet below land surface and constructed in accordance with the NC Well Construction Standards. The well was completed with a lockable steel above-grade protector and a 2’x2’ concrete pad. The Well Construction Record (GW-1) and the Well Construction Schematic are provided in Appendix A. During drilling of the new well, three soil samples were collected for laboratory analyses of total Appendix I metals. The soil samples were collected at depths of 8’, 18’, and 25’ to evaluate naturally occurring metals concentrations in the clay and silty sand soil encountered during the soil boring. A soil boring log for 4104-MW4A is provided in Appendix A. After installation, the well was developed to remove as much sediment as possible. An attempt was made to conduct a bail test on the new monitoring well to determine the estimated hydraulic conductivity of the shallow aquifer. It was determined that the recharge rate of the shallow aquifer did not allow for lowering the water table more that 2-3 inches using either a bailer or peristaltic pump. It is likely the high yield of the well is due to the relic open fractures observed at a depth of 16’ below land surface. If additional information is needed regarding aquifer properties, a higher capacity pump will be necessary. Groundwater Sample Collection Three groundwater samples were collected from the new well following well installation and development. Two groundwater samples were collected using a new disposable bailer. One sample was collected with a nitric acid preservative and a duplicate sample was collected unpreserved. The unpreserved sample was filtered in the laboratory using a 0.45 micron filter prior to adding the preservative. A third groundwater sample was collected from the new well using low-flow sampling methodology. This sample was collected using a peristaltic pump to slowly remove water within the screened section of the casing while continuously monitoring indicator parameters (pH, conductivity, temperature, dissolved oxygen, and ORP) using a flow cell. The turbidity of the sample was also be monitored during the low-flow sampling process. The sample was collected in a laboratory container with nitric acid preservative after the indicator parameters had stabilized and the turbidity was below 10 NTU (Table 1). The three groundwater samples were submitted to the laboratory for analysis of total Appendix I metals. A temperature blank was provided to assure proper transport of the samples. The samples were hand delivered to the analytical laboratory under chain of custody control. Laboratory Analysis The soil and groundwater samples from monitoring well 4104-MW4A were received by the analytical laboratory (Environmental Conservation Laboratories, Inc. of Cary, NC) on September 7, 2017. The analytical report was issued by ENCO laboratory on September 27, 2017 (Appendix B). A summary of the laboratory analytical results is provided with this report for groundwater (Table 2) and soil (Table 3). Soil Analytical Results The laboratory analysis of the three soil samples (SS-1, SS-2, and SS-3) reported concentrations above the laboratory reporting limit for several inorganic compounds, including: barium, cobalt, copper, vanadium, and zinc. Soil sample SS-1 was collected above the water table at a depth of 8’ below land surface. Soil samples SS- 2 and SS-3 were collected below the water table at depths of 18’ and 25’, respectfully. The higher concentration of inorganic compounds in SS-2 and SS-3 may be attributed to the relatively low pH of the groundwater (~4.5 pH). Groundwater Analytical Results The three groundwater samples collected from 4104-MW4A did not report any inorganic compounds above the laboratory reporting limits. Several inorganic compounds were detected above the method detection limit but below the method reporting limit (J flagged), including: barium, chromium, copper, thallium, vanadium, and zinc. These detected compounds generally correspond to the results of the soil sample analysis. A comparison of the three sample collection methodologies (bailer, bailer with filtering, and low-flow) did not indicate an appreciable difference in the reported concentrations of inorganic compounds. Conclusions and Recommendations Based on current and historic groundwater elevations at the site, new monitoring well 4104- MW4A is hydraulically upgradient of the landfill operations and downgradient of several commercial/residential properties along Kivett Drive. The laboratory analysis of the three soil samples collected during the installation of 4104- MW4A reported concentrations of barium, cobalt, copper, vanadium, and zinc above the laboratory reporting limit. The laboratory analysis of the three groundwater samples, collected with a bailer, bailer with filter, and low-flow, did not report any Appendix I inorganic compounds above the laboratory reporting limits. The method of sample collection did not appear to affect the outcome of the inorganic laboratory analysis. Based on the results of the Appendix I inorganic sampling and analysis of new monitoring well 4104-MW4A, groundwater quality at this location has not been impacted by landfill operations or any other activities. Based on the results of this ASDA and the hydraulic position of monitoring well 4104-MW4A with respect to the Kersey Valley Landfill operations, Babb & Associates, P.A. recommends continuation of detection monitoring at the facility.
