calendar year.

None
The item(s) listed above were observed by Section staff and require action on behalf of the facility in order to come into or maintain compliance
with the Statutes, Rules, and/or other regulatory requirements applicable to this facility. Be advised that pursuant to N.C.G.S. 130A-22, an
administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit,
or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to
enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any
such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules.

ADDITIONAL COMMENTS
1. The facility consists of a Notified Yard Waste Facility approved for the collection and processing of land clearing
debris only as described in the approved Yard Waste Notification Facility Renewal Form.
2. A gate was located at the entrance to the facility to prevent unauthorized access. The gate was closed and locked
upon arrival at the site.
3. The facility is not open to the general public for the disposal of land clearing debris.
4. The access road was of all-weather construction and well maintained.
5. Upon arrival on site, contact was made with Mr. Chris Eckard by telephone. Mr. Eckard stated that material on
site had just recently been ground and that the contactor was scheduled to come back to the site in two weeks to
remove the ground material from the site.
6. No unacceptable waste streams were observed within the loads of unground material or the stockpile of ground
material.
x A small piece of 2-inch PVC pipe and a kitchen knife were observed on the ground just outside of the area
designated for staging and processing of material. Please ensure that any such wastes are removed for
proper disposal upon observation. It is recommended that a solid waste container be provided for
placement of unacceptable waste streams prior to disposal.
7. One large stockpile of ground material and multiple loads of unground material were observed on site at the time
of inspection.
8. The primary operational area appeared to be less than 2-acres in size.
9. Steel stakes with bright orange markers were in place to designate the boundaries of the operational area. The
marker at the northwest corner of site had been partially knocked over. It is recommended that this marker be
repaired to ensure the limits of the operational area remain clearly marked.
10. During the inspection, multiple loads of unground material were observed outside of the designated operational
area marked by steel stakes. Although, total affected area appeared to be less than 2-acres, it is recommended that
all grinding and staging of material take place within the designated, marked area to ensure site activities remain
less than 2-acres in size. If the Town of Longview wishes to adjust the limits of the operational area, a revised site
map must be submitted to the Solid Waste Section for review.
11. It appeared that all required buffers were being maintained.
12. Please ensure that adequate distance is provided around all stockpiles of ground and unground material to ensure
adequate access by firefighting equipment.
