No spills or leaks noted & it appears that septage is being transferred to/from the facility in a safe & sanitary manner at this time. .0836(r)(4) The solidification/mixing pit was emptied of all septage waste. A new SDTF application and revised operation manual were submitted for a permit modification to include this concrete pit. Enviro Choice submitted a written certification regarding the violations & also landfill disposal tickets for removal of the pit waste. The Notice of Violation issued August 1, 2018 for permit #SDTF 78-22 is resolved. The above ground tanks appear structurally sound. To prevent any septage waste from getting on the ground surface, bucket containers have been placed in the ground at the tank bottom outlets to catch any spills or drips. These containers should be cleaned out routinely. 2. The approved setbacks are being met. 3. The required 5’ cleared radius (free of excess vegetation or debris) is present around the tanks. 4. The required signs are posted at the site entrance and the access road is adequate. 5. Took pictures while on site of the tank areas and also the solidification/mixing pit. Got coordinates for the location of this pit. This concrete pit has no pipe outlet or grate and is contained. Rebar was used in the concrete installation. Be advised that pursuant to N.C.G.S. 130A-22, an administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit, or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules.
