Be advised that pursuant to N.C.G.S. 130A-22, an administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit, or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules. FACILITY COMPLIANCE INSPECTION REPORT Division of Waste Management Solid Waste Section Page 2 of 2 ADDITIONAL COMMENTS 1. Site visit in regards to permit renewal. Reviewed the permit submittal with Dayton Oaks. Will be renewed as a dewatering facility although currently being used as a detention facility (dewatering box is at site in Anson Co.) Dayton gave me a copy of the new discharge permit that was just issued by the City. Tweaked SDTF application - Dayton signed application & op manual sheet. 2. Discussed treatment logs that were submitted – need to show the location of where the solids & liquid went to for disposal (compost site & sewer line). Treatment logs will not be needed at the Charlotte facility while box is at the site in Anson County (treatment logs will be required there/compost site & disposal fields will be used). 3. Inspected facility per the site drawings. A second screening box was added similar to the first one. 4. The above ground tanks appear structurally sound. The dewatering box, polymer unit & transfer pump are currently located at the site in Anson County. 5. It appears that septage is being transferred to/from the facility in a safe and sanitary manner. No spills or leaks noted. No apparent vectors or odors. 6. It appears that the approved setbacks are being maintained. Containment berms are present. No significant change in facility. 7. The required 5’ cleared radius (free of excess vegetation or debris) is present around the tanks at this time. 8. The required No Trespassing sign is posted on the front fence.
