STATUS OF PERMIT: Order of Approval– “Sanitary Landfill” issued by NC Division of Health Services August 8, 1975 83-001 “Demolition-Landscape Landfill” issued by Wake County, July 14, 1983 Revised Closure Plan, submitted by Titan Atlantic Group, Inc., May 1, 2002 Permit to Operate (PTO) LCID Phase 2 and T&P issued December 17, 2010 Permit To Operate (PTO) LCID Phase 2 and T&P issued February 7, 2018 PURPOSE OF SITE VISIT: Comprehensive Inspection STATUS OF PAST NOTED VIOLATIONS: None OBSERVED VIOLATIONS: None The item(s) listed above were observed by Section staff and require action on behalf of the facility in order to come into or maintain compliance with the Statutes, Rules, and/or other regulatory requirements applicable to this facility. Be advised that pursuant to N.C.G.S. 130A-22, an administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit, or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules. FACILITY COMPLIANCE INSPECTION REPORT Division of Waste Management Solid Waste Section Page 2 of 3 ADDITIONAL COMMENTS The facility is permitted as Land Clearing and Inert Debris (LCID) Landfill and Treatment and Processing (T&P) facility. The landfill was originally permitted by Wake County. The current permitting authority is the NCDEQ - Solid Waste Section (SWS). The facility is permitted to receive waste generated in Wake County. This facility is permitted to receive land clearing waste; yard trash; untreated and unpainted wood; uncontaminated soil; inert debris such as unpainted rock, brick, concrete, and concrete block; and asphalt. 1. A permit to operate was issued by NCDEQ, Solid Waste Section on February 7, 2018. Permit to operate shall expire February 7, 2023. 2. The landfill is open Monday – Friday from 8:00 - 5:00 and Saturday from 9 to 3:00. The facility is secured with a locked gate when staff are not on site. The facility has proper signage. 3. Based on historical receipts, the Rowland Landfill facility is estimated to take inapproximately 150,000 CY of material per year and sell approximately 80,000 CY of material per year, for a remaining increase in debris of approximately 70,000CY per year. This total includes material disposed of in the LCID facility as well as material stockpiled as part of the T&P facility. 4. The facility permit, operations plan, and site plan were discussed with the operator. 5. The facility currently segregates different materials for treatment and processing. The facility accepts yard waste composed of high carbon nitrogen ratio material, concrete, asphalt and soil. 6. The facility has a mulch coloring system; logs are ground for that type of mulch. 7. The facility pad/landfill cap appeared to be in good condition. No holes, ruts, or areas of ponding were observed. No erosion or runoff was observed. Logs being split Land clearing debris 8. Trees have been removed from the side slopes of the landfill. Areas of erosion have been repaired and slopes regraded and will be seeded. Good job! Continue to monitor erosion on these slopes until ground cover sufficient to restrain erosion has been established. Trees removed from side slopes. Areas of erosion repaired and slopes regraded. 10. Asphalt is accepted, ground and is used onsite for haul road maintenance. Roads onsite are well maintained. A perimeter road around the foot print of the landfill is maintained as needed. 11.
