Fayetteville Street Asheboro, NC 27203 PO Box 1106 Asheboro, NC 27204-1106 PARTICIPANTS: John Patrone, Environmental Specialist II - Solid Waste Section (SWS) David Hutchins, Director – City of Asheboro Division of Public Works Rusty Turner, Assistant Superintendent – City of Asheboro Sanitation Department Dwain Maness, Superintendent – City of Asheboro Street Department Barry Hamilton, Assistant Superintendent – City of Asheboro Street Department STATUS OF PERMIT: Yard Waste Notification application received by the SWS Yard Waste Notification annual renewal due by June 1st PURPOSE OF SITE VISIT: Comprehensive Inspection (to ensure that the Yard Waste Notification is in compliance with 15A North Carolina Administrative Code (NCAC) 13B .1404(a)(1)-(10), 13B .1406, and the requirements as stated on the Yard Waste Notification application and in the Yard Waste Notification approval letter) STATUS OF PAST NOTED VIOLATIONS: None OBSERVED VIOLATIONS: None FACILITY COMPLIANCE INSPECTION REPORT Division of Waste Management Solid Waste Section Page 2 of 3 ADDITIONAL COMMENTS On August 29, 2018, John Patrone met with David Hutchins, Rusty Turner, Dwain Maness, and Barry Hamilton to conduct a comprehensive inspection of the City of Asheboro Leaf Transfer Station on Transfer Station Place in Asheboro, Randolph County. 1. The facility is a yard waste notification (YWN) owned by the City of Asheboro. 2. The YWN is located adjacent to the City of Asheboro Transfer Station (76-05), at the rear of the property. 3. The YWN site is not open to the public. It is used by City of Asheboro Public Works Division vehicles/personnel. 4. Material is received from Randolph County. 5. The City of Asheboro collects leaves annually from October through February. Although, yard waste is collected year-round. 6. Ensure processed and unprocessed material on site is less than 6000 yd3 quarterly. 7. At the time of the inspection, there were five windrows on site. 8. Leaf windrows should be turned often-enough to ensure temperatures do not exceed 160 °F. The windrow material should not remain clumpy. 9. Turning leaf windrows will accelerate the decomposition process and create uniform compost. 10. Temperature records shall be maintained for each windrow during active composting demonstrating 3 days at > 131°F, aerated to maintain elevated temperatures. 11. The facility maintains leaf windrow temperature records. Records for two windrows were observed, indicating compliance. The remaining three will have temperatures recorded in the fall. 12. Temperature probe calibration records should be maintained. 13. The facility stores logs on the property available for employees to cut for firewood. 14. The area adjacent to the YWN is used as a beneficial fill site for inert materials. The City is extending the level area available for operations and storage. 15. The City of Asheboro Fire Department can be contacted to address an emergency at the facility. 16. The facility is secured by a locked gate. 17. Access roads are of all-weather construction. 18. The YWN shall be renewed annually, by June 1st. The item(s) listed above were observed by Section staff and require action on behalf of the facility in order to come into or maintain compliance with the Statutes, Rules, and/or other regulatory requirements applicable to this facility. Be advised that pursuant to N.C.G.S. 130A-22, an administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit, or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules.
