The request that is prepared by Smith Gardner, Inc. on your behalf states the received beneficial fill consisting only of inert debris strictly limited to concrete, brick, concrete block, uncontaminated soil, rock, and gravel. The on-site locations of the proposed stockpiles are shown on the Figure 1 attached to the written request. After reviewing the request, the SWS approves this proposal and the Davidson County must operate the beneficial fill areas inside the landfill facility as follow: 1. Fill must be generated from the approved service areas according to the permit (DIN 28788). 2. Operations at the beneficial fill areas must be according to Rules 15A NCAC 13B .0562 and N.C.G.S. 130A-309.05(c). 3. The size of each stockpile must be manageable. Please place the approved documents to the facility operating record. (S+G) would like to submit this notification of the planned temporary stockpiling of beneficial fill at the County’s landfill facility near Lexington. The source of this material is from a large local demolition project. Details of this activity are as follows below. Davidson County proposes to establish temporary stockpiles of beneficial fill in up to three (3) locations nearby their active municipal solid waste (MSW) landfill (see Figure 1). Stockpiled beneficial fill will include clean (un-painted) concrete, brick, concrete block, uncontaminated soil, rock, and gravel (15A NCAC 13B .0562). Any protruding rebar/reinforcement will be removed as much as practical in consideration of safety issues. The stockpiled material will be used on-site primarily for the construction of temporary access roads (within the limits of the landfill) but may also be used as general fill and/or for erosion control devices.
