Marziano, PE – Consulting Engineer STATUS OF PERMIT: Permit To Operate (PTO) issued August 7, 2018 PTO expiration date August 7, 2023 PURPOSE OF SITE VISIT: Pre-operational Inspection STATUS OF PAST NOTED VIOLATIONS: None OBSERVED VIOLATIONS: None FACILITY COMPLIANCE INSPECTION REPORT Division of Waste Management Solid Waste Section Page 2 of 3 ADDITIONAL COMMENTS On August 29, 2018, John Patrone met with David Hutchins, Dwain Maness, Barry Hamilton, and Hiram Marziano to conduct a pre-operational inspection of the City of Asheboro Large Type 1 Solid Waste Compost Facility on Little Lakes Trail in Asheboro, Randolph County. 1. The facility is a Large Type 1 Solid Waste Compost (SWC) operation owned by the City of Asheboro. 2. The facility is located off Old Lexington Road via a private gravel road [Little Lakes Trail], prior to residence number 2203. 3. The property contains a pre-regulatory landfill. The facility will install permanent boundary markers to ensure SWC operations remain at least 50 feet away from the landfill area. 4. The open area available for facility operations is ~ 15 acres. 5. The facility permit, site plan, and operations plan were discussed. 6. The facility is also permitted to grind wood waste. 7. The Yard Waste Notification (YWN 76-002) that had been operated on the property is incorporated into the SWC permit. 8. The SWC facility is not open to the public. It will be used by City of Asheboro Public Works Division vehicles/personnel. 9. The facility will receive yard waste from the City of Asheboro collection operations – leaf trucks and woody material collection vehicles. 10. Material will be received from Randolph County. 11. The City of Asheboro collects leaves annually from October through February. Although, yard waste is collected year-round. 12. The facility shall maintain records of the amount of material received and compost created. 13. Leaf windrows should be turned often-enough to ensure temperatures do not exceed 160 °F. The windrow material should not remain clumpy. 14. Turning leaf windrows will accelerate the decomposition process and create uniform compost. 15. Temperature records shall be maintained for each windrow during active composting demonstrating 3 days at > 131°F, aerated to maintain elevated temperatures. 16. Temperature probe calibration records shall be maintained. 17. The Westside Volunteer Fire Department can be contacted to address an emergency at the facility. 18. The facility is secured by a metal gate with lock. 19. Access roads are of all-weather construction. 20. The facility will post signage. The item(s) listed above were observed by Section staff and require action on behalf of the facility in order to come into or maintain compliance with the Statutes, Rules, and/or other regulatory requirements applicable to this facility. Be advised that pursuant to N.C.G.S. 130A-22, an administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit, or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules.
