Comments on the Application titled “Type 1 Large Compost Facility Plan, Gold Hill Road C&D Landfill, Solid Waste Permit 7607-CDLF-2001”. Dated December 14, 2017 are stated below: 1. (Section 8.7) Please describe the calibration methods and frequencies of the compost thermometer used for monitoring temperatures of a compost pile. 2. (Section 9) For a Type 1 compost facility, the analytical testing requirements per Rules 15A NACA 13B .1407 & 1408 are not applicable except the facility is proposing to sell/market the product packaged in an individual container (such as a bag) which will be distributed via a local or nation-wide market channel (s) in the supply chain or specifically required by the City of Asheboro; otherwise the Section 9 may be removed from the plan. 3. The Section 10 - Operations Plan shall include the requirements of record keeping and annual reporting per Rules 15A NCAC 13B .1408(b), (c), & (d). II. Comments on the “Operations Plan Update, Gold Hill Road C&D Landfill, Solid Waste Permit 7607- CDLF-2001”. Dated November 29, 2017 are stated below: 1. (Section 10.9) Please add the following sentence back to the section – “The selection of maximum size of stockpile needs to incorporate the factors of safety operation, storage, and fire prevention.” 2. Is there any reason why the Section 16 – Special Material Handling, Mining the LCID which was presented in the Operations Plan Update dated October 12, 2017 (DIN 28541) being removed from the November 29, 2017 Operations Plan Update? According to the Type 1 Compost Facility Plan, the waste mining activities are conducting at the inactive LCIDLF unit (future Phase 1B); therefore, please add a section to describe the mining activities. The existing Permit Condition Nos. 30 through 36, Part VII, Attachment 3 of the Permit Approval to Operate (DIN 28583) should be included in the new section as well. Al has all but 1.5 acres closed on that old cell. Says he get rhe remainder when it dries out. Meanwhile, may I ask that you process the composting permit, so he can have it in place before his next inspection. Thank you. Of course, this issuance will only occur after the remaining Phase 2 area is certified closed. In the end of last year, I got an e-mail message to inform me of the completion of closure of Phase 2 area was almost done but have not received the CQA report from you or Michael.
