ADDITIONAL COMMENTS
On August 24, 2018, John Patrone met with Mark Doggett to conduct a comprehensive inspection of the Heritage Farm
Properties LLC LCID Landfill on Scalesville Road in Summerfield, Guilford County.
1. The facility is a land clearing and inert debris (LCID) landfill owned by Heritage Farm Properties LLC.
2. The facility is not open to the public.
3. The landfill is used solely by the Doggett Construction Company, Inc.
4. The Doggett Construction Company, Inc. personnel operate the LCID landfill.
5. The facility permit, site plan, and operations plan were discussed.
6. Ensure Attachment 2 – Conditions of Permit to Construct are met prior to the operation of Phase 2 and Phase 3.
7. As discussed, contact Ming-Tai Chao, Permitting Engineer – SWS, at 919-707-8251 or ming.chao@ncdenr.gov
regarding the modification to the construction plans pertaining to Phase 2 prior to beginning construction.
8. The facility is permitted to receive waste generated within Forsyth, Guilford and Rockingham Counties.
9. The facility is permitted to receive land clearing waste, yard trash, untreated and unpainted wood, uncontaminated
soil, inert debris, and (used) asphalt.
10. During the inspection, facility personnel were pushing incoming waste material and covering it with soil.
11. Per 15A NCAC 13B .0566(3), “Solid waste shall be restricted to the smallest area feasible and compacted as densely
as practical into cells.”
12. Per 15A NCAC 13B .0566(4), “Adequate soil cover shall be applied monthly, or when the active area reaches one
acre in size, whichever occurs first.”
13. Excavation, grading, and fill material side slopes shall not exceed three to one (3:1).
14. A ready supply of soil shall be available for cover material.
15. Permanent edge of waste markers have been installed.
16. The facility stockpiles concrete and used asphalt to be crushed. The crushed material is primary used by the Doggett
Construction Company, Inc.
17. The facility conducts a land clearing debris (LCD) passive compost operation. Logs that are too large to chip are
stacked in rows. The rows appeared to be maintained accordingly.
18. The facility annual report (FAR) was received by the SWS, dated July 12, 2018. Estimated facility throughput for
July 2017 through June 2018 is 63,960 yd3. Contact Ming-Tai Chao to discuss increasing the facility disposal rate.
19. There was no indication of erosion or runoff.
20. Access roads are of all-weather construction.
21. The facility is secured by a locked gate.
22. The facility has a proper sign.
23. The PTO expiration date is October 8, 2020.
24. The facility permit renewal application shall be submitted to the SWS by June 8, 2020.
The item(s) listed above were observed by Section staff and require action on behalf of the facility in order to come into or maintain compliance
with the Statutes, Rules, and/or other regulatory requirements applicable to this facility. Be advised that pursuant to N.C.G.S. 130A-22, an
administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit,
or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to
enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any
such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules.
