ADDITIONAL COMMENTS
On August 22, 2018, John Patrone met with Jody Stancil, John Ledbetter, and George Adams to conduct a comprehensive
inspection of the North Carolina Zoological Park – Small Type 3 Solid Waste Compost Facility located at the North
Carolina Zoological Park in Asheboro, Randolph County.
1. The facility is a Small Type 3 Solid Waste Compost (SWC) operation located at the North Carolina Zoological
Park.
2. The facility permit, site plan, and operations plan were discussed.
3. The facility is not accessible to the public. Only zoo personnel have access to the facility.
4. The facility is in operation from 7:00 am to 4:00 pm, weekdays.
5. Material composted originates at the North Carolina Zoological Park. The facility produces compost from the
following feedstocks: animal manure, animal bedding, food waste, and yard waste. The following may also be
added to the compost mix: paper, cardboard, compostable utensils, dredged soil from the [compost site] sediment
basin, and [animal] incinerator ash.
6. Material received is recorded in logbooks located at the compost site that correspond to where the material was
obtained from on the property, as follows: Commissary, North Woods (North American exhibit area), Rocky
Coast/Cypress Swamp (polar bear, seal, alligator, and mountain lion exhibit areas), Kids Zone, ZOG (zebra, ostrich,
and giraffe exhibit areas), Elephant exhibit, Grasslands exhibit, Horticulture area, System Services Associates (SSA,
restaurants), the Arbor, and the Aviary.
7. The compost created is used at the North Carolina Zoological Park in public areas, non-public areas, and in animal
exhibits.
8. Incoming material is stored in a pile until enough is obtained to create a windrow. A new windrow is generally
formed monthly.
9. The active compost area consists of small windrows/piles.
10. The windrows are rotated from the front of the active compost area to the rear when turned.
11. The windrow composting method requires that temperature data is recorded for at least 15 days maintained at >
131° F. Windrows shall be turned at least 5 times during the high temperature period.
12. Records were observed for compost temperature probe calibration conducted on January 1, 2018 and June 5,
2018.
13. The facility maintains windrow temperature records. Records were observed for windrow temperatures obtained
July 2017 through August 22, 2018. Records also document the windrow turning requirements.
14. Mr. Adams stated that windrow temperatures are obtained soon after [windrow] construction and that
temperatures are recorded throughout the high temperature period and thereafter.
15. The facility considers active composting to be complete in ~ 4 months. Cured compost is obtained in ~ 10
months/an additional 6 months after the completion of active composting.
16. Material to be cured is brought to the compost storage area located at the opposite side of the facility. Mr. Adams
stated that occasionally compost begins the curing cycle when in the active compost area.
17. The facility annual report (FAR) was received by the SWS dated July 16, 2018. Material received for July 2017
through June 2018 is 1,621 tons. The amount of compost created is 576 tons, the amount used is 220 tons, and
the amount stockpiled is 356 tons.
18. Compost shall be analyzed at intervals of every 20,000 tons or every six months, whichever comes first.
19. Manmade inerts testing records were observed for June 3, 2018 and December 21, 2017.
20. Metals concentration testing is conducted by the North Carolina Department of Agriculture & Consumer Services
- Agronomic Services Division. Records observed for July 11, 2018 and January 16, 2018 indicate concentrations
below limits.
The item(s) listed above were observed by Section staff and require action on behalf of the facility in order to come into or maintain compliance
with the Statutes, Rules, and/or other regulatory requirements applicable to this facility. Be advised that pursuant to N.C.G.S. 130A-22, an
administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit,
or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to
enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any
such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules.

21. Fecal Coliform testing is conducted by Research & Analytical Laboratories, Inc. Records observed for July 19,
2018 and January 8, 2018 indicate concentrations below limits.
22. The facility shall be maintained to prevent the accumulation of stormwater and leachate on composting areas,
storage areas, and roads.
23. The sediment basin has a non-discharge pump piped to the City of Asheboro Wastewater Treatment Plant.
24. The sediment basin has a riser pipe that drains to an adjacent spillway. The non-discharge pump continually
maintains the sediment basin freeboard [at 24” below the riser pipe].
25. The facility stores logs for firewood. Mr. Ledbetter stated that zoo employees cut and remove the logs annually.
26. The facility stores a small amount of woody material obtained from zoo maintenance activities. The woody
material is static composted.
27. The East Side Fire Department can be contacted to address an emergency at the facility.
28. Fire lanes are maintained.
29. Access roads are of all-weather construction.
30. The facility is secured by a locked gate.
31. The facility has proper signage.
32. The PTO expiration date is June 23, 2020.
33. The PTO renewal application shall be submitted to the SWS by February 23, 2020.
