SUBJECT: Secondary Containment and Spill Response at the Eubanks Road HHW Facility
Secondary Containment and Spill Response will be achieved through the uses of a variety of
methods to include:
• Secondary Containment
o Non-crushable berms of 18oz vinyl coated polyurethane foam that resists oils,
coolants and chemicals.
o Highly absorbent, fine-fiber polypropylene, flame resistant, dimpled mats that that
absorb oils, coolants and chemicals.
o Formable absorbent socks made of cellulose fibers that absorb oils, coolants and
chemicals.
o If drum are not immediately moved from the inside of the building onto the transfer
vehicle they will be placed on secondary containment pallets and kept under a roof.
o All processing and packing will be done inside the building. Drums, lab packs, over
packs and other containment units will be sealed before being moved outside.
• Spill Response
o Staffing on site by personnel trained on avoiding spills and spill response.
o Regular clean-up through rags and absorbent socks of incidental drips.
o Highly absorbent polypropylene and cellulose pillows combinations that absorb oils,
coolants and chemicals.
o Bulk mineral floor dry absorbent granules.
• Other Best Management Practices
o The building walls have been installed so that the walls are below grade to seal the
building.
Orange County Solid Waste staff is available for further clarification on spill containment and spill
response for the Eubanks Road Waste and recycling Center HHW acceptance facility.

Thank you for the information/pictures.
Regarding the secondary containment SOP (attached), please state in this email reply that secondary containment will
be used for all HHW stored inside the building also.
Let me know when I can close‐out the HHW 68‐01 and will likely inspect 68‐06 at that time also.
