PURPOSE OF SITE VISIT: Comprehensive Inspection STATUS OF PAST NOTED VIOLATIONS: None. OBSERVED VIOLATIONS: None. The item(s) listed above were observed by Section staff and require action on behalf of the facility in order to come into or maintain compliance with the Statutes, Rules, and/or other regulatory requirements applicable to this facility. Be advised that pursuant to N.C.G.S. 130A-22, an administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit, or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules. The facility is open by appointment only, and an operator is on duty when waste is received for disposal. 2. Proper signage was observed at the facility entrance. 3. The facility is protected from unauthorized access by means of an electronic gate that is kept closed and locked at all times, except when waste is being received. The gate can be opened using a code and PIN-pad, or remotely using a cell phone or computer. The facility was not accepting waste during this inspection. 4. Access roadways are of all-weather construction and, despite several weeks of heavy rains, were found to be in good condition. Although the ground was saturated, the road was well-compacted and stable, thus providing a reliable surface on which vehicles and equipment can maneuver safely. 5. The entrance roadway is flanked on either side by a ditch line that conveys storm water into the two catch basins located at the bottom of the entry drive hill. This stormwater conveyance system appeared to be functioning properly. Both ditches and catch basins contained sediment, but there was no indication that sediment had escaped these devices. Mr. Howerton stated that cleaning the ditches and basins was almost a weekly task, due to the frequent and heavy rains experienced over the summer. 6. The first fill area on the east side of the site had been covered and graded, with side slopes of approximately a 4:1 ratio. This area of the landfill appeared to be stable, and there were no signs of erosion on the slopes. Some signs of emerging vegetation were evident, and Mr. Howerton stated that he had seeded with millet as soon as the grading work had been completed. 7. Fill had been continued north of the initial eastern fill area. Waste in this location had been compacted and leveled, and some of the area had also received cover soil. Mr. Howerton pointed out that the back slopes of the expanded fill area are currently under construction. A visual examination of the back slopes found that the waste had been built up from a well-compacted base, and that the final slope would approximate the 4:1 ratio of the first fill area. Mr. Howerton stated that he hoped the back slope would be complete and covered with clean soil within the next two weeks. 8. The northern portion of the landfill, in the vicinity of the landfill fire, was observed to be adequately covered and compacted, and currently in use as a tipping area with sufficient space to enable vehicle and equipment operations to take place safely. The working face, located on the western edge of the landfill, appeared to be well managed. Land clearing debris had been pushed into position along the working face in preparation for compaction and the application of clean soil cover. Mr. Howerton stated that landfill operations are now taking place as the waste is received, so that maintenance and repairs can be implemented as needed on the site. 9. A stockpile of large logs was staged near the western edge of the landfill. Mr. Howerton explained that logs are sorted as they are unloaded. Suitable logs are sold to the sawmill and the remainder are placed into the landfill. 10. The southwestern portion of the site had been cleared of the unprocessed wood waste stock and used as a borrow area for the landfill. Mr. Howerton stated that this area would be prepared to receive wood waste and put into use as the next fill area once operations on the eastern side of the site had been completed. 11. The facility was observed to be clean and free from windblown litter. Several plastic bottles and a piece of scrap tire were noted near the eastern fill area, and Mr. Howerton stated that those items would be cleaned up prior to the close of business. No unacceptable materials were observed in the unprocessed wood stockpiles or in the landfill.
