No permit required. PURPOSE OF SITE VISIT: Technical Assistance STATUS OF PAST NOTED VIOLATIONS: None OBSERVED VIOLATIONS: None The item(s) listed above were observed by Section staff and require action on behalf of the facility in order to come into or maintain compliance with the Statutes, Rules, and/or other regulatory requirements applicable to this facility. Be advised that pursuant to N.C.G.S. 130A-22, an administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit, or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules. FACILITY COMPLIANCE INSPECTION REPORT Division of Waste Management Solid Waste Section Page 2 of 3 ADDITIONAL COMMENTS: 01 – This site visit was conducted by request of Ms. Pamela W. Hurdle. Interim Town Manager of Hertford, North Carolina. 02 – Ms. Hurdle informed John College that the Public Works Director (Chris Wharton) no longer worked for the Town. 03 – Upon the last inspection conducted on July 12, 2018 there were some ongoing challenges on this site. 04 – It was discussed that this site was almost too small to manage and meet all required setbacks. 05 – During this site inspection, another Town Owned site location was evaluated just down the road from YWN-72- 001. 06 – This site would allow for the setbacks to be easily met. Also, this site has room to manage the Yard Waste as it is required to be managed. 07 – Ms. Hurdle is looking in to the process of opening a second Yard Waste site for the Town of Hertford. May hire a consultant to do the paper work if they go this route. 08 – There was also discussion of removal of Yard Waste to permitted landfills. 09 – John College will be in constant contact with Ms. Hurdle on the progress being made. 10 – Digital pictures taken of YWN-72-001.
