Groundwater and surface water sampling was completed by Pace Analytical Services, LLC (Pace) on July 26-27, 2017 and analytical testing was performed by Pace. The groundwater and surface water samples were analyzed for the North Carolina Department of Environmental Quality (NCDEQ) Appendix I organic compounds and Resource Conservation Recovery Act (RCRA) total metals (arsenic, barium, cadmium, chromium, lead, selenium, silver, and mercury). Included in Attachment A is a copy of the laboratory analytical report and field information forms. In NCDEQ correspondence dated November 23, 2015, approval was granted to modify the groundwater and surface water sampling frequency from semi-annual to annual. Groundwater Flow Rate & Direction The attached Figure 1 provides a potentiometric surface map utilizing water level data from the 2017 Annual event. Groundwater flow direction for the 2017 Annual event was to the south-southeast, consistent with past reports. To calculate the average linear groundwater velocity, the hydraulic gradient was measured from the potentiometric surface map. The groundwater velocities are then calculated from the following equation: v = [ Ki/n ] * 365 where: v = groundwater flow velocity (feet/day) K = hydraulic conductivity (feet/day) i = hydraulic gradient (feet/feet) n = effective porosity (dimensionless) According to the “Site Hydrogeologic Report” compiled by Bunnell-Lammons Engineering, Inc. (dated July 5, 2001), the groundwater beneath the facility is present in a shallow, unconfined aquifer comprised of partially saprolite and weathered, fractured, meta-volcanic rock. The groundwater flow in the uppermost aquifer beneath the site is towards the southeast and Buffalo Creek. Based on the Site Hydrogeologic Report, the hydraulic conductivity measurements for the saprolite and partially weathered rock ranges from 0.41 feet/day to 0.84 feet/day and the effective porosity measurements range from 22% to 33%. 2      During the 2017 Annual event, the hydraulic gradient from the north to south portion of the site was estimated at 0.0597 feet/feet (see Figure 1). Using the above hydraulic conductivity ranges, the effective porosity ranges, and a hydraulic gradient of 0.0597 feet/feet, the calculated groundwater flow rate was estimated to range from 0.07 feet/day (26 feet/year) to 0.23 feet/day (84 feet/year) for the 2017 Annual event. Effectiveness of the Monitoring Systems The groundwater monitoring well network is designed to detect potential effects on groundwater from the facility. The designated upgradient monitoring wells, MW-1B and MW-1C, are positioned to monitor background groundwater quality for the facility. The remaining five wells (MW-4, MW-5, MW-6A, MW-7A, and MW-8) are positioned in the downgradient position around the base of the landfill footprint. Each of the wells was sampled during the 2017 Annual event. The surface water monitoring network is designed to detect potential effects on surface water from the facility. The designated upgradient point, SW-3, is positioned to monitor background surface water quality for the facility. The designated downgradient point, SW-4, is positioned to monitor surface water quality downstream from the landfill. During the 2017 Annual event, both surface water monitoring points (SW-3 and SW-4) were dry and not able to be sampled. Based on a review of well and surface water locations, groundwater flow directions, flow gradients, flow rates, and sampling availability, the present monitoring program is considered sufficient to monitor groundwater and surface water quality surrounding the facility. Monitoring Summary & Recommendations The inorganic results and organic detections for the 2017 Annual event are summarized on Table 1. The following is a brief summary of the monitoring data from the 2017 Annual event: Results Above SWSLs As presented in Table 1, two inorganic constituents (barium and cadmium) were reported at quantified concentrations above the detection limits specified in the Solid Waste Section Report Limits (SWSLs) in groundwater samples. Barium was detected above the SWSL at MW-5 and MW-7A. Cadmium was detected above the SWSL at MW-8. As presented on Table 1, five organic results (1,2-dichlorobenzene, 1,4-dichlorobenzene, and chlorobenzene at MW-5; and benzene at MW-7A and MW-8) were reported at quantified concentrations equal to or above their respective SWSLs in groundwater samples. Each of the organic compounds detected has also been detected at similar concentrations during previous events. Results Above NC 2L Groundwater Standards As presented on Table 1, cadmium at MW-8 and benzene at MW-7A were the only constituents detected at quantified concentrations and above a respective NC 2L Groundwater Standard. Cadmium at MW-8 has been detected sporadically above the 2L Groundwater Standard in the past and is not trending upward. In addition, no wells downgradient of MW-8 exhibited a quantifiable detection of cadmium. The July 2017 concentration of cadmium at MW-8 (4.04 ug/L) was also below the National Primary Drinking Water Standard-Maximum Contaminant Level (MCL) of 5 ug/L. Benzene at MW-7A was the first quantifiable detection since 2009, the concentration was consistent with past detections, and is not trending upward. The July 2017 concentration of benzene at MW-7A (1.5 ug/L) was below the MCL (5 ug/L). Well MW-7A was resampled for benzene on 3      September 26, 2017 and the resample results (1.5 ug/L) confirmed the July 2017 concentration. No other constituents detected exceeded their respective NC 2L Groundwater Standard. Past site investigations concluded that detections at MW-8 were likely attributable to landfill gas or off-site sources. NCDEQ Reporting Conditions In NCDEQ correspondence dated November 23, 2015, approval was granted to modify the groundwater and surface water sampling frequency from semi-annual to annual under the following conditions that contaminant concentrations: (1) are not reported above 2B Standards in surface water samples; (2) do not increase in MW-8; and (3) do not become detected above the 2L Standards in additional wells. Based on the 2017 Annual event results, two of the above conditions were satisfied (i.e. no 2B Standard exceedances in surface water and no upward trends at MW-8). However, the benzene concentration at MW- 7A (1.5 ug/L) exceeded the 2L Standard (1.0 ug/L), therefore the third condition was not met. As stated above, benzene at MW-7A was the first quantifiable detection since 2009, the concentration was consistent with past detections, and is not trending upward. The July 2017 concentration of benzene at MW-7A (1.5 ug/L) was below the MCL (5 ug/L). Included in Attachment B are time series graphs for the inorganic constituents and historically detected organic compounds. Recommendations It is recommended that groundwater and surface water monitoring continue at the site in accordance with the requirements for industrial landfills outlined in Title 15A NCAC 13B .0500. The next annual groundwater and surface water sampling event is tentatively scheduled for July 2018.
