Box 97 Garner, NC 27529 License No. C-0281 September 29, 2017 Mr. David Jones Public Works Director Greene County 105 Landfill Road Walstonburg, NC 27888 Telephone: (336) 376-8902 Fax: (252) 747-5720 Re: Landfill Gas Migration Monitoring Report Greene County active C&D over Closed MSW Landfill Permit Number: 40-02 Event Dates: September 20 & 29, 2017 (Event 3 of 4) Dear Mr. Jones: The Greene County active C&D over closed MSW Landfill (40-02) was monitored for landfill gas (LFG) migration through soil by Municipal Engineering Services Company, P.A. (MESCO) personnel on September 20 & 29, 2017. MP-6 contained levels of methane above Standards allowed at the property line. In response to the exceedance the contingency plan was enacted which entailed installation and testing of a new monitoring probe (MP-6A) proximal to MP-6 and closer to the property line. These monitoring events were performed in accordance with the NCDENR Solid Waste Section Landfill Gas Monitoring Guidance Document dated November 2010 as part of the quarterly emissions monitoring program. LFG readings (methane, hydrogen sulfide, carbon dioxide and oxygen) were taken from 12 existing methane probes (MP-1 through MP-3, MP-5 through MP-10, MP-4A, MP-6A, MP-11A) and three on-site restricted access structures (Scalehouse, Shop and Shelter). Stabilized levels of methane was detected in MP-6 above the LEL. However, since methane was not detected at MP-6A, located closer to the southern property line, the detection at MP-6 should not be considered a compliance violation. The Environmental Monitoring Report Form, monitoring results summary table, a figure depicting the monitored locations, a boring log of new probe MP-6A and instrument calibration certificate should be kept accessible at the facility. The Landfill Gas Monitoring Plan is planned to be updated to include MP-6A under separate cover. Monitoring should continue on a quarterly basis with the next event scheduled before January 1, 2018.
