ADDITIONAL COMMENTS
The Facility is a Household Hazardous collection facility operated by Wake County Environmental Services and staffed
by ECOFLO technicians. This facility is permitted to receive Household Hazardous Waste (HHW) generated within
Wake County.
1. Signage posted at the facility indicates permit number, emergency contact numbers and hours of operation. The
hours of operation are listed as Saturday and Sunday from 8:00am to 4:00 pm, An attendant is onsite during the
operational hours.
2. The site is secured by chain link fence and locked gate when not in operation.
3. Ecoflo, Inc. is contracted to manage the collection of HHW. Ecoflo, Inc. employees are onsite when the
facility is in operation. The certified operators are Michael Strandberg and Chris Parsons with Ecoflo, Inc.
4. Onsite personnel are trained in accordance with the approved training program in the Operation Plan.
5. The facility has an office on site for employee use and records storage
6. The facility staff maintains records of the waste in and shipped out in order to complete the required facility
annual report.
7. Sump outlets in the HHW collection building are plugged. Spills into the sumps are handled under their spill
prevention plan.
8. Materials are segregated as they are received.
9. The collection of HHW is conducted in open-air. Non-hazardous material is sorted by type and placed on
pallets. Hazardous material is sorted by type (flammable, oxidizing, poisonous), left in containers/jars, and
placed in 50 gallon drums. Drums are sealed daily. Used motor oil and associated liquids are poured into
collection drums. Hazardous material drums are placed atop secondary containment pallets.
10. The facility collects latex for reuse as an additive in the posi-shell alternative daily cover used at the South
Wake MSWLF. Metal cans and plastic buckets are recycled. 6,000 pounds of paint were collected at this
facility between July 1, 2017 and June 30, 2018.
11. The facility has an enclosed, roofed storage area that is accessible only to authorized personnel.
Adequate aisle space in the storage areas is being properly maintained to allow for the unobstructed
movement of personnel, fire protection equipment, spill control equipment, and decontamination
equipment to any area of the facility operation in an emergency.
The item(s) listed above were observed by Section staff and require action on behalf of the facility in order to come into or maintain compliance
with the Statutes, Rules, and/or other regulatory requirements applicable to this facility. Be advised that pursuant to N.C.G.S. 130A-22, an
administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit,
or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to
enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any
such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules.

12. Containers are covered from rain and pallets are placed on top of impervious surface in order to minimize
contact with soil and visually verify that leakage is not occurring.
13. The facility does not accept ammunition, explosives, and radioactive, infectious, medical, and commercial
wastes.
14. The facility was clean and being well maintained.
15. Digital photos were taken during the inspection.
