Be advised that pursuant to N.C.G.S. 130A-22, an administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit, or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules. FACILITY COMPLIANCE INSPECTION REPORT Division of Waste Management Solid Waste Section Page 2 of 2 ADDITIONAL COMMENTS 1. The facility consists of a transfer facility, convenience area for recyclables, tires, cardboard, metal, construction and demolition debris, brush, rigid plastic, white goods, batteries, antifreeze, used oil collection and electronic collection. 2. The required signage is posted at the entrance of the facility to prevent unauthorized access. 3. The facility is secured by an automatic gate at the entrance of the facility. 4. The facility if permitted to receive solid waste generated from within Iredell County. 5. An average of 160 tons of municipal solid waste is received at the facility each operating day. 6. All waste is taken to the Iredell County MSWLF (Permit # 49-03). 7. No other unacceptable waste streams were observed. 8. The tipping floor had some cracks which were pointed out to facility staff. Facility staff stated resurfacing of the tipping floor was budgeted and approved for the fiscal year beginning on July 1, 2018. The floors and walls of the transfer station are washed daily. The wastewater is collected by drains in the lower loading bay. 9. The loading bay area was clean. At the end of each working day it is washed down and all trash is picked up. 10. The loading bay area drains were clean and free of debris. The drains from the loading bay area flow into an oil- water separator. 11. Leachate is discharged into the Town of Mooresville Sanitary Sewer system. The grit chamber and oil-water separator were last pumped on February 11, 2018. 12. Slight amount of windblown waste was observed along the southwest fence. Material was captured by the chain link fence along the property line. It was reiterated to facility staff at the conclusion of each day of operation, all windblown material resulting from the operation shall be collected and returned to the area by the owner or operator. 13. Eight fire extinguishers are available throughout the facility and located in heavy equipment for fire suppression. 14. White goods are staged on a concrete loading dock. White goods were well organized and stored in an upright position. 15. Reviewed the permit, operations plan, waste screening (3 per week), training records and tonnage records. Any unacceptable waste observed is noted on the waste screening forms along with actions taken to dispose of those waste. 16.
