None OBSERVED VIOLATIONS:
1) Fescue grass in Fields 1 and 2 had fallen below 80% coverage during inspection. This is a violation of Rule .0838(a)(18) that states “Approved nutrient management plans shall be followed.”

The item(s) listed above were observed by Section staff and require action on behalf of the facility in order to come into or maintain compliance with the Statutes, Rules, and/or other regulatory requirements applicable to this facility. Be advised that pursuant to N.C.G.S. 130A-22, an administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit, or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules.

ADDITIONAL COMMENTS
Proper signage Coverage of Tall Fescue less than 80%
1 – Site has proper signage 2 – Good access road 3 – A GPS of Field 1 was done and flags placed at site after property split. Land authorization required from property split. Renewed permit will have new updates 4 – Septage discharges appear to be within boundaries according to current maker placements 5 – Applications appear compliant 6 – “Bahia grass has taken over more than 20 % of fields where fescue according to the nutrient management plan is supposed to be maintained at a minimum of 80% coverage. Fescue reseeding recommended to be done.” This was noted in the 11-28-2017 inspection and does not appear to have been addressed since that report. This is in violation of Rule .0838(a)(18) and must be addressed according to the Septage Plan
7 – No objectionable odors noted 8 – Setbacks were checked during inspection and will be updated in new permit
