PURPOSE OF SITE VISIT:
Comprehensive Inspection (to ensure that the notified land clearing and inert debris [LCID] landfill is in compliance
with 15A North Carolina Administrative Code (NCAC) 13B .0563, .0564, and .0566)

ADDITIONAL COMMENTS
On July 26, 2018, John Patrone conducted a comprehensive inspection of the Doggett Land Clearing and Inert Debris
Landfill located on Cherry Grove Road in Reidsville, Caswell County.
1. The facility is a land clearing and inert debris (LCID) landfill located on an undeveloped parcel of land.
2. Access to the LCID landfill is via a gravel/dirt road on the left immediately after mailbox No. 8225. Boone Road
intersects Cherry Grove Road prior to the facility entrance/access road.
3. The facility is not open to the public. It is used by Doggett Construction Company, Inc. personnel.
4. Mr. Swing stated that the LCID landfill has not been used in ~ three years. It is used infrequently when the Doggett
Construction Company, Inc. is conducting work in the area.
5. The LCID landfill appeared to be ~ 1 acre.
6. The LCID landfill is covered with soil and contains vegetation.
7. The LCID landfill did not appear to have been recently operated.
8. Per 15A NCAC 13B .0566(3), “Solid waste shall be restricted to the smallest area feasible and compacted as densely
as practical into cells.”
9. Per 15A NCAC 13B .0566(4), “Adequate soil cover shall be applied monthly, or when the active area reaches one
acre in size, whichever occurs first.”
10. Side slopes should be graded such that a 3:1 slope ratio is obtained or a ratio of which no indication of erosion or
runoff is observed.
11. Access roads are of all-weather construction.
12. The landfill area is fenced and locked.
13. The facility has a proper sign.

with the Statutes, Rules, and/or other regulatory requirements applicable to this facility. Be advised that pursuant to N.C.G.S. 130A-22, an
administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit,
or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to
enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any
such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules.
