STATUS OF PAST NOTED VIOLATIONS:
.0838(a)(15) During this visit I did not see any new grease burns (from undiluted grease) on any of the disposal fields.
OBSERVED VIOLATIONS:
1. .0838(c)(1) Domestic septage shall be treated in accordance with the requirements in 40 CFR Part 503.
.0838(c)(2) Grease septage, treated grease septage, commercial or industrial treatment plant septage, and
commercial/industrial septage shall be treated in accordance with 40 CFR 257.3-6 or treated by an equivalent or
more stringent process in 40 CFR 503 Subpart D. Permit Condition 6 The pH of domestic septage shall be
raised to 12 or higher by alkali addition and, without the addition of additional alkali, shall remain at 12 or higher
for 30 minutes prior to land application per .0838(c)(1). The pH of grease septage or grease septage mixed with
domestic septage shall be raised to pH 12 or higher by alkali addition and, without the addition of additional
alkali, shall remain at 12 or higher for 2 hours prior to land application per .0838(c)(2).
On Field 3 I checked the pH of a discharge event that occurred while I was on site. A pH of 5 was noted in
different spots along the spray path which is not the required pH of 12 or higher. Also checked the pH at the wet
outlet of the red tank vehicle that was used for the land application of this waste and it was again a pH 5.

Enough lime will be added to all septage waste to achieve a pH 12 or higher and hold for the required time
(1/2 hour for domestic, 2 hours for grease) prior to land application. Ph shall be checked again immediately
prior to discharge and no land application shall occur if the pH is less than 12.
ADDITIONAL COMMENTS
1. During the last visit of 6/13/2018 cleanup work was under way in the area of the truck cleanout box at the back
of field 1. Noted on that audit that all waste debris on the top & sides of the small retaining wall needed to be
cleaned up. At this time the waste debris is still present in the wall area. Clean up all waste debris on the top,
side and also the ground surface at the retaining wall area.
2. Continue efforts with weed control & improving the cropstand. Contact Georgia Love, regional agronomist, for
specific advice. Hay bales are currently located at the field boundaries.
3. Field markers appear adequate. No sign of land application outside the permitted boundaries. It appears that the
approved setbacks are being met but were not measured at this time.
4. The required signs are posted at the site entrance and the access road is adequate.
5. Soil samples shall be taken by the permit holder this fall. Have not yet received a key to the gate.

or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to
enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any
such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules.
