PURPOSE OF SITE VISIT: Follow-up facility Compliance Inspection STATUS OF PAST NOTED VIOLATIONS: None OBSERVED VIOLATIONS: None The item(s) listed above were observed by Section staff and require action on behalf of the facility in order to come into or maintain compliance with the Statutes, Rules, and/or other regulatory requirements applicable to this facility. Be advised that pursuant to N.C.G.S. 130A-22, an administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit, or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules. FACILITY COMPLIANCE INSPECTION REPORT Division of Waste Management Solid Waste Section Page 2 of 4 ADDITIONAL COMMENTS; 01 – This follow-up inspection was conducted as a follow-up inspection to observed items listed on the last inspection report dated May 02, 2018. 02 – This facility has picked up most of the windblown trash. The East side of the chain link fence needs to be mowed so this area can be maintained trash free. Weeds are knee to waist high. This area should be mowed at a frequency needed to maintain safety when picking up DAILY Windblown Trash. All Windblown Trash MUST be picked up by the end of each workday. 03 – The tipping floor push walls and loading bays are now being washed daily to ensure compliance is met. 04 – More attention is needed on the loading bay leachate drains. During this inspection, the west drain was full at 08:30 am. Drains were cleaned out and flowing by Stacy Bowen (Transfer Station Contractor). Please check these drains multiple times a day and clean out as necessary to prevent clogged drain lines. 05 – Bears are still a problem at this facility in which can be part of the windblown trash issue and potential safety issue. 06 – Records were not reviewed during this inspection but were readily available. 07 – Several leaking transport trailers were noted during this inspection. Trailers # 152 & # 144 have rear seal leaks. Trailer # 172 has leaks at/or around the midpoint of the trailer. All leaking trailers had leachate retention containers placed to catch the leachate. 08 – Digital pictures taken during this inspection and some attached to this report.
