PURPOSE OF SITE VISIT: Partial Facility Compliance Inspection
STATUS OF PAST NOTED VIOLATIONS:
None
OBSERVED VIOLATIONS:
None
The item(s) listed above were observed by Section staff and require action on behalf of the facility in order to come into or maintain compliance with the Statutes, Rules, and/or other regulatory requirements applicable to this facility. Be advised that pursuant to N.C.G.S. 130A-22, an administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit, or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules.

ADDITIONAL COMMENTS;
01 - The facility has proper signage and is secured by locking gates.
02 - Roads are made of all-weather construction and maintained well. 03 - The working face of the CDLF is kept to a small area. Stockpiled cover material is currently kept on the working cell
so cover can be added quickly.
04 - The working face during this inspection has stockpile of approved cover material on the top of the cell for easy access.
05 - No unpermitted waste was noted during this facility inspection. One very small whole tire needs to be removed from the working face. Done while there. 06 - The CDLF has and old pile of Inert debris that is being sorted. Some mixed with dirt and may be used on bottom of
cell #5. Test holes dug to evaluate material. 07 - Inert Debris are separated from other waste and stockpiled for grinding. 08 - Asphalt is separated from other waste and stockpiled for grinding.
09 - Land Clearing Debris stockpiled for grinding. Some has been ground. 10 - Wood pallets noted were generated from C&D activities. 11 - White goods/scrap metal area is being managed better than last inspection. CFC is now being removed by county staff. 12 – Operating records not reviewed.
13 - All groundwater wells accessed were locked and have ID tags on the well casings.
14 - Groundwater and LF Gas monitoring records not reviewed today. 15 -Concrete barriers have been placed and are being used for corner markers. All cells have them on both ends and are
labeled with the cell number. See attached pictures.

• New cell edge of waste markers. Signage
• Pictures of 2 test holes dug. Clean concrete, asphalt, untreated wood and 1 piece of pipe. Pull any non-conforming
waste out and dispose of in proper areas.
