ADDITIONAL COMMENTS
On July 25, 2018, John Patrone met with Paxton Arthurs, Daniel Moore, Susan Harrison, and Mike McFeeley to conduct
a post closure inspection of the Randolph County Closed Landfill located on County Land Road in Randleman, Randolph
County.
1. The facility is a closed municipal solid waste (MSW) landfill and is owned by Randolph County.
2. The landfill is located on the same property as the non-active Randolph County Transfer Facility (76-03T) and
resident convenience drop-off site. The landfill is accessed via gravel service road.
3. The landfill ceased operation on December 31, 1997.
4. The facility is maintained by Waste Management of Carolinas, Inc.
5. The facility is composed of two adjoining landfill areas: a small area operated from 1973 – 1985 and a large area
operated from 1985 – 1997. The small landfill area was capped with soil and the large landfill area has a synthetic
cover and soil cap.
6. The facility maintains semiannual groundwater and surface water monitoring records. Monitoring is submitted
by Golder Associates NC, Inc., analyzed by ENCO Laboratories and Pace Analytical. Records were observed
for October 28-30, 2015, April 5-6, 2016, October 4-5, 2016, April 3-5, 2017, October 3-5, 2017, and April 2018.
An exceedance is noted for each monitoring event except that the April 2018 results are pending.
7. The facility corrective action plan (CAP) was approved by the SWS (see file copy letter dated September 10,
2015).
8. The facility monitored natural attenuation (MNA) parameter modification request was approved by the SWS via
file copy letter (DIN 28561) dated October 18, 2017.
9. The facility maintains quarterly methane monitoring records. Monitoring is conducted by Golder Associates NC,
Inc. Records were observed for 3rd quarter 2015 through 2nd quarter 2018. No exceedances are noted since the
facility initiated its landfill gas remediation plan approved by the SWS via file copy letter (DIN 26308) dated
June 22, 2016.
10. The facility conducts landfill gas monitoring using a combination of barhole probes and landfill gas wells per its
landfill gas remediation plan.
11. Landfill gas monitoring well GM-6, installed September 2016, was observed during the inspection.
12. The portion of the landfill with synthetic cover and soil cap contains vegetative cover. It appeared well
maintained.
13. The portion of the landfill with soil cap contains trees. The trees were permitted per the facility transition plan.
The facility SOP for the maintenance of the pre-1991 landfill area was observed.
14. Edge of waste markers have been installed.
15. Ensure the area of erosion along the landfill side slopes is repaired. Mr. McFeeley stated that landfill maintenance
will be conducted.
16. The site is secured by a locked gate. County personnel are on the property at the resident convenience drop-off
site.
17. The facility has a proper sign.
The item(s) listed above were observed by Section staff and require action on behalf of the facility in order to come into or maintain compliance
with the Statutes, Rules, and/or other regulatory requirements applicable to this facility. Be advised that pursuant to N.C.G.S. 130A-22, an
administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit,
or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to
enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any
such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules.
