The item(s) listed above were observed by Section staff and require action on behalf of the facility in order to come into or maintain compliance
with the Statutes, Rules, and/or other regulatory requirements applicable to this facility. Be advised that pursuant to N.C.G.S. 130A-22, an
administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit,
or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to
enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any
such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules.

ADDITIONAL COMMENTS
The Facility is a Land Clearing and Inert Debris Landfill (LCID) that was originally permitted by Wake County under a
memorandum of understanding. The current permitting authority is the NCDEQ - Solid Waste Section (SWS).
1. The facility has proper signage indicating the facility permit number and contact information for normal
operations and emergencies. The sign also clearly indicates acceptable and unacceptable waste types.
2. The facility is properly secured with a locked gate. Personnel are on site during operating hours.
3. The PTO expiration date is June 3, 2020.
4. The facility is permitted to receive waste generated within Durham, Wake, Harnett, Orange, Granville, and
Chatham Counties.
5. The facility is permitted to receive land clearing waste, yard trash, untreated and unpainted wood, uncontaminated
soil, inert debris such as unpainted rock, brick, concrete, concrete block.
6. Untreated wood brought to the facility is currently being taken to a sorting area. Material that can be ground is
separated and ground into boiler fuel and/or mulch. Any soils or residuals left after the sorting operation is placed
into stockpiles that are left for a period of up to 2 years to allow for the breakdown into topsoil material. As
operations permit, some of the existing landfill areas are be mined out and processed for topsoil, mulch, etc.
7. Slopes appear to be well vegetated except in the concrete disposal area.
8. Mulch is being used for erosion control on some side slopes. These areas look good.
9. Adequate soil cover shall be applied monthly to exposed waste, or when the active area reaches one acre in size,
whichever occurs first.
10. Trees need to be removed from side slopes of landfill and facility needs to be mowed for proper inspection.

11. Per Attachment 3, Part V, condition #9 of the permit to operate, Permanent markers that accurately
delineate the waste disposal boundary must be maintained.
12. Perimeter slopes of the landfill should be maintained at a slope no greater than 3:1 with adequate soil and
vegetative cover. Slopes in the concrete disposal area appear to have a steepness greater than 3:1.
13. Access roads are of all-weather construction.

14. Stockpiled materials are being maintained in reasonably sized piles with adequate fire breaks.
Ground wood is mainly being used as boiler fuel or for mulch.

15. Digital pictures were taken during the inspection.
16. Corrective measures are necessary at this facility. Measures to bring the facility into compliance must be
completed within 30 days of receipt of this report. The SWS will conduct a follow-up inspection in 30
days to ensure issues noted in this inspection report have been addressed.
