The request for a permit amendment (renewal) is due no later than May 23, 2020. PURPOSE OF SITE VISIT: Partial Inspection STATUS OF PAST NOTED VIOLATIONS: Not applicable OBSERVED VIOLATIONS: None The item(s) listed above were observed by Section staff and require action on behalf of the facility in order to come into or maintain compliance with the Statutes, Rules, and/or other regulatory requirements applicable to this facility. Be advised that pursuant to N.C.G.S. 130A-22, an administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit, or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules. The hours of operation are Monday thru Friday, 7:30am-12:00pm and 12:30pm-4:00pm; closed weekends. 2. Waste Industries manages the facility (formerly operated by Waste Management), subcontracting to Hilco Transport, who loads and hauls the waste. 3. The siding of the structure has been damaged in multiple places along the floor and at the top of the push wall. This is allowing waste to exit the structure/tipping floor. This was documented in the previous Inspection Report (January 2018) and discussed with Hilco and County staff during the inspection. 4. Rust holes were noted in the ceiling. Staff indicated this is also in the plans to repair. 5. Also noted and discussed is the exposed reinforcing bar in the center of the floor. The Permitting Branch does not require drawn/approved plans for the repair unless significant changes are made to the leachate collection system and/or size of the floor. Resurfacing/replacement of the damaged area would not be considered a significant change and only requires the repair be done in accordance with local building code(s). 6. The tree should be removed behind the structure to prevent damage to the floor and siding. Please contact me if you have any questions or concerns regarding this inspection report.
