VOC volatile organic compound Spring 2017 Semiannual Water Quality Monitoring Report 3 June 2017 1 Introduction Anchor QEA of North Carolina, PLLC (Anchor QEA) is pleased to present the results of the spring 2017 water quality monitoring event at the Madison County Closed Solid Waste Facility. The Madison County Solid Waste Department maintains a closed municipal solid waste (MSW) landfill (Closed Landfill) (the Site) located near the intersection of US Highway 25/70 Bypass and Long Branch Road (State Route 1582) in Madison County, North Carolina. The general Site location is presented on Figure 1. The Closed Landfill is permitted by the North Carolina Department of Environmental Quality (DEQ), Division of Waste Management (DWM) under Permit No. 58-02, which requires semiannual monitoring of groundwater and surface water quality. This report is being submitted in accordance with monitoring requirements for closed landfills as stipulated in the DEQ DWM Permit No. 58-02 issued to the Madison County Solid Waste Department and with regulations codified in the DEQ Solid Waste Management (SWM) Rules Title 15A, Subchapter 13B, Section .1600, of the North Carolina Administrative Code. This report describes the first semiannual groundwater and surface water quality monitoring event performed in 2017. The water quality monitoring network for the Closed Landfill consists of four compliance monitoring wells (MW-01 OLD, MW-02 OLD, MW-03 OLD, and MW-04 OLD), a background groundwater quality sampling location (BG SPRING OLD), two surface water sampling locations (SW-01 OLD [upstream] and SW-02 OLD [downstream]) located along Profitt Branch, and one domestic water supply well sample (DW-01 OLD) from a home located west of and downgradient of the Landfill. See Figure 2 for approximate locations of these sampling locations. Spring 2017 Semiannual Water Quality Monitoring Report 4 June 2017 2 Methods Groundwater samples and surface water samples were collected at the Closed Landfill by Anchor QEA personnel on April 5, 2017. 2.1 Groundwater Purging and Sampling Methods 2.1.1 Monitoring Well Sampling Methods 2.1.1.1 Monitoring Wells MW-01 OLD, MW-02 OLD, and BG SPRING OLD Prior to collecting groundwater samples from the monitoring wells, the static water level and the total well depth were measured and recorded to calculate the well’s volume. At each sample location, an initial round of field parameters consisting of pH, specific conductivity (SC), dissolved oxygen (DO), oxidation-reduction potential (ORP), turbidity, and temperature was measured and recorded. Water-level measurements and field parameters are included on the sampling logs (Appendix A). Groundwater monitoring wells MW-01 OLD and MW-02 OLD and sampling point BG SPRING OLD were then purged using a new disposable polyethylene bailer (BG SPRING OLD is described in the following paragraph). These wells are purged and sampled with a disposable bailer due to poor well access. As each consecutive well volume was removed with the bailer, an additional round of groundwater parameters was recorded. Each well was purged until a minimum of three well volumes were removed and field parameters stabilized or until the well had been bailed dry. Monitoring well MW-02 OLD, which was bailed dry, was allowed to recharge prior to collecting one final round of field parameters and the groundwater sample. The water sample collected from background sampling location BG SPRING OLD is treated as a groundwater sample for the following reasons: • Groundwater does not discharge to the ground surface at the sampling point. • Construction of the sampling point is similar to that of a temporary monitoring well or piezometer and is located upslope and upgradient of a springhead. • The sampling point is constructed of a polyvinyl chloride (PVC) casing extending below ground surface and has a screened interval from which groundwater is collected and recharges. 2.1.1.2 Monitoring Wells MW-03 OLD and MW-04 OLD Monitoring wells MW-03 OLD and MW-04 OLD were purged and sampled with a bladder pump using low-flow techniques in accordance with the procedures described in “Low-Flow (Minimal Drawdown) Ground-Water Sampling Procedures”, U.S. Environmental Protection Agency (EPA), Groundwater Issues (Puls and Barcelona 1996). During purging, pH, SC, DO, ORP, turbidity, and temperature were measured and recorded approximately every 3 minutes. Well purging continued Spring 2017 Semiannual Water Quality Monitoring Report 5 June 2017 until these parameters stabilized for three consecutive readings. The required stabilization criteria were determined by the EPA Region 4 Science and Ecosystem Support Division (SESD) Operating Procedure: Groundwater Sampling (EPA 2013) and are as follows: • pH values within +/- 0.1 pH unit • SC values within +/- 3 percent • Temperature, DO, and turbidity values within +/- 10 percent • ORP values within +/- 10 millivolts Following stabilization of these parameters, a groundwater sample was collected by a technician wearing a new pair of non-reactive nitrile gloves. Each sample was placed directly into laboratory-supplied sample containers. Low-flow sampling logs are included in Appendix A. 2.1.2 Surface Water Sampling Methods Surface water samples SW-01 OLD and SW-02 OLD were collected at designated locations along Profitt Branch, which flows adjacent to the southern Site boundary in a west-to-east direction (Figure 2). The surface water sample collected at the SW-01 OLD location is assumed to represent surface water quality upstream of the Closed Landfill, and the surface water sample collected at the SW-02 OLD location is assumed to represent surface water quality downstream of the Closed Landfill. One set of field parameters, including temperature, pH, SC, DO, ORP, and turbidity, was measured and recorded at each surface water sampling location prior to sample collection (Appendix A). One surface water sample was collected from each sampling location using laboratory-supplied sample containers by a technician wearing a new pair of disposable nitrile gloves. The sample from SW-01 OLD was collected using a decontaminated plastic syringe due to shallow surface water flow. 2.1.3 Domestic Well Sampling Methods Anchor QEA personnel sampled one domestic water supply well (DW-01 OLD), owned by Mrs. J.V. Edwards, on April 5, 2017. The well was purged and sampled using the dedicated pump existing in the well. Groundwater was accessed from a spigot in the basement of Mrs. J. V. Edwards’ house because a spigot does not exist at the wellhead. Sampling personnel recorded one round of field parameters initially at the start of the purge and then one round for every 10 gallons purged from the well. Prior to sample collection, a total of 30 gallons of water was purged from the well. Field parameters are presented in Appendix A. A groundwater sample was collected from the domestic well using laboratory-supplied sample containers by a technician wearing a new pair of disposable nitrile gloves. Spring 2017 Semiannual Water Quality Monitoring Report 6 June 2017 2.2 Sample Handling, Documentation, and Analysis Field parameters and additional observations pertaining to water quality sampling at the Closed Landfill sampling locations are provided on the sampling logs provided in Appendix A. Following sample collection, groundwater and surface water samples were immediately placed on ice in sample coolers for transport to TestAmerica Laboratories, Inc. (TestAmerica), a laboratory certified in North Carolina and located in Nashville, Tennessee. Anchor QEA submitted all collected groundwater and surface water samples to TestAmerica for analysis as follows: • Appendix I volatile organic compounds (VOCs) using EPA Approved Method 8260B ‒ Appendix I parameters are identified in Appendix I of the Code of Federal Regulations, Title 40, Part 258 (40 CFR 258). • Eight Resource Conservation and Recovery Act (RCRA) metals using EPA Approved Methods 6010D and 7470A A summary of laboratory analyses performed on samples is provided in Table 1. Trip blanks, provided by the laboratory and stored in each sample cooler, were analyzed for Appendix I VOCs. Proper chain-of-custody documentation procedures were followed during collection and transport of each sample. The laboratory analytical reports and chain-of-custody documentation are included in Appendix B. Water-level measurements, field parameters, and observations pertaining to water quality are included in Appendix A. Spring 2017 Semiannual Water Quality Monitoring Report 7 June 2017 3 Findings 3.1 Analytical Results The field parameter data and laboratory analytical results for the groundwater, surface water, and trip blank samples collected at the Closed Landfill are included in Appendices A and B, respectively, and also submitted separately to the DEQ DWM Solid Waste Section (SWS) in the Electronic Data Deliverable (EDD) format (a format most recently updated on May 5, 2010). As stipulated in the May 2010 DWM documents referenced in the paragraph above, non-detections were reported at the method detection limit (MDL), and all concentrations exceeding the applicable laboratory-specific MDL were reported and appropriately qualified (see Table 2). The MDL is the minimum concentration of a substance that can be measured and reported by a laboratory with 99 percent confidence that the analyte concentration is greater than zero. All detections were compared to analyte-specific Solid Waste Section Limits (SWSLs) established by the SWS. The SWSL is the lowest concentration of an analyte in a sample that can be quantitatively determined with suitable precision and accuracy. The method reporting limit (MRL) is the minimum concentration of a target analyte that can be accurately determined by the referenced method and is listed in the “Report Limit” (RL) column in the TestAmerica report of laboratory analysis (see Appendix B). If the reported concentration is above the laboratory MDL and below the MRL, the analytical result is reported by the laboratory as estimated and is flagged with a “J” qualifier (non-italicized J-flag). If the reported concentration is greater than the laboratory MRL and less than the SWSL, the analytical result is qualified by Anchor QEA as estimated and is flagged with a “J” qualifier (italicized J-flag). Detected concentrations of analytes in groundwater samples were compared to current groundwater quality standards specified in Title 15A, North Carolina Administrative Code (NCAC), Subchapter 2L .0202, and referred to as 2L standards. Detected concentrations of analytes in groundwater with no established 2L standards were compared to the interim maximum allowable concentrations (IMACs) for Class GA and GSA groundwater (in accordance with Title 15A, NCAC, Subchapter 02L .0202 [c]), if established. Detections of analytes in surface water samples were compared to Title 15A, NCAC, Subchapter 2B .0200 surface water quality standards (2B standards). Concentrations below respective SWSLs are not discussed in the text of this report unless they exceed their contaminant-specific 2L or 2B water quality standard. Table 2 presents the summary of field parameter results and laboratory analytical results for detected constituents. The following discussion outlines constituents that were detected above applicable SWSLs, as well as constituents detected at concentrations that exceeded their respective 2L standards (including IMACs, if applicable) or 2B standards. Spring 2017 Semiannual Water Quality Monitoring Report 8 June 2017 3.1.1 Groundwater Monitoring Wells The following sections summarize the results of laboratory and field parameter analyses of groundwater samples. 3.1.1.1 RCRA Metals Five metals were detected in groundwater samples collected from one or more monitoring wells (Table 2). Two of these metals (barium and lead) were detected at concentrations greater than their respective SWSLs. The concentration of barium exceeded its 2L standard of 700 micrograms per liter (µg/L) in the samples collected from compliance monitoring wells MW-03 OLD and MW-04 OLD. Lead, detected at 15.7 µg/L, exceeded its 2L standard of 15 µg/L in monitoring well MW-03 OLD. Detected metals above 2L standards are consistent with historical data. 3.1.1.2 Appendix I VOCs Eight VOCs were detected in groundwater samples collected from one or more monitoring wells. Four VOCs (1,4-dichlorobenzene, benzene, chlorobenzene, and ethylbenzene) were detected in excess of their respective SWSLs in one or more monitoring wells (Table 2). Benzene was the only VOC detected at a concentration above its 2L standard of 1 µg/L. This occurred in one monitoring well, MW-03 OLD at 1.92 µg/L. VOC detections are consistent with historical data. 3.1.1.3 Field Parameters The pH readings obtained on April 5, 2017 from monitoring wells MW-01 OLD, MW-03 OLD, and MW-04 OLD (6.23 Standard Units [SU] to 6.37 SU) were below the range for pH (6.5 to 8.5 SU) specified in the 2L standard (see Table 2). Turbidity in the monitoring wells ranged between 5.59 nephelometric turbidity units (NTUs) in monitoring well MW-02 OLD to 104 NTUs (BG-Spring OLD). Measured DO values ranged between 2.13 milligrams per liter (mg/L) in MW-03 OLD to 8.14 mg/L in MW-02 OLD. Specific conductivity values ranged between 82 microsiemens per centimeter (µS/cm) in BG-Spring OLD to 739 µS/cm in MW-03 OLD. ORP values in the monitoring wells ranged between -42.8 millivolts (mV) in MW-03 OLD to 236.9 mV in BG-Spring OLD (Table 2). These parameters do not have established groundwater quality standards. Concentrations of field parameters are generally consistent with historical concentrations. 3.1.2 Surface Water The following sections summarize the results of laboratory and field parameter analyses of surface water samples SW-01 OLD and SW-02 OLD. Spring 2017 Semiannual Water Quality Monitoring Report 9 June 2017 3.1.2.1 RCRA Metals Barium was the only metal detected in the surface water samples at concentrations above the applicable MDL. This metal was detected at concentrations below both the SWSL and 2B standard in both SW-01 OLD and SW-02 OLD (Table 2). 3.1.2.2 Appendix I VOCs No VOCs were detected in either the upstream or downstream surface water samples collected from the Closed Landfill. 3.1.2.3 Field Parameters The pH readings collected from both surface water sample locations were within the 2B standard range established at 6.0 to 9.0 SU. The turbidity readings collected from SW-01 OLD and SW-02 OLD were 19.6 NTUs and 16.4 NTUs, respectively. Both readings were below the 2B standard of 50 NTUs. DO was recorded within the 2B standard for both surface water samples collected. The established 2B standard for DO in class C waters is “greater than 5.0 mg/L.” Collected DO readings were 9.26 mg/L and 9.81 mg/L for surface water samples SW-01 OLD and SW-02 OLD, respectively. Specific conductivity measurements in SW-01 OLD and SW-02 OLD were recorded at 164 µS/cm and 130 µS/cm, respectively. ORP values for these samples were recorded at 135.9 mV and 216.1 mV, respectively (Table 2). These parameters do not have established surface water quality standards. 3.1.3 Domestic Water Well The following sections summarize the results of laboratory and field parameter analyses of the domestic well sample DW-01 OLD. 3.1.3.1 RCRA Metals Three metals (barium, chromium, and lead) were detected in the sample collected from the domestic well DW-01 OLD. Only barium was detected at a concentration (171 µg/L) greater than its SWSL, but below its 2L groundwater standard. This concentration is also well below the national primary drinking water standard for barium of 2,000 µg/L. The other two metals, chromium and lead, were detected at concentrations of 6.1 J µg/L and 6.6 J µg/L respectively, below the SWSL and 2L groundwater standard. 3.1.3.2 Appendix I VOCs No Appendix I VOCs were detected in the domestic well sample. Spring 2017 Semiannual Water Quality Monitoring Report 10 June 2017 3.1.3.3 Field Parameters The pH reading obtained from the domestic well was outside the 2L standard range for groundwater established at 6.5-8.5 SU. The turbidity reading collected from this sample location was recorded at 38.0 NTUs. DO measured in DW-01 OLD was 6.19 mg/L. The recorded specific conductivity value at this sample location was 113 µS/cm, and the recorded ORP value was 212.1 mV. Spring 2017 Semiannual Water Quality Monitoring Report 11 June 2017 4 Site Hydrogeology Groundwater levels were measured in the four compliance monitoring wells (MW-01 OLD, MW-02 OLD, MW-03 OLD, and MW-04 OLD) at the Closed Landfill at depths of approximately 5.40 feet below the top of the well casing (ft-TOC), 7.35 ft-TOC, 43.09 ft-TOC, and 46.18 ft-TOC, respectively (Appendix A). Monitoring wells MW-03 OLD and MW-04 OLD are installed in bedrock east of the Edwards/Madison County property line near the top of a ridge within the landfill parcel. Monitoring wells MW-01 OLD and MW-02 OLD are located in topographic drainages and are screened in the water table aquifer. Locations of monitoring wells at the Site are not situated such that groundwater flow direction may be accurately calculated based on data from these wells. However, within the unconsolidated soil, the shallow groundwater is interpreted to generally flow in directions that mimic topography, which is generally southward toward Profitt Branch. The Site is situated on the southwest side of a knoll with an elevation of approximately 2,100 feet above mean sea level and drains to Profitt Branch. Spring 2017 Semiannual Water Quality Monitoring Report 12 June 2017 5 Summary Anchor QEA completed the first semiannual water quality monitoring event of 2017 at the Madison County Closed Solid Waste Facility on April 5, 2017. Table 2 of this report, field sampling logs (Appendix A), and the TestAmerica Reports of Laboratory Analysis (Appendix B) provide detailed analytical results and field data related to groundwater and surface water quality at the Closed Landfill. 5.1 Future Activities Anchor QEA will continue to measure field parameters and collect water quality samples from groundwater and surface water monitoring points associated with the Closed Landfill. Water quality samples will be submitted to a North Carolina-certified laboratory for analysis for RCRA metals and Appendix I VOCs on a semiannual basis. The next sampling event is scheduled for October 2017.
