ADDITIONAL COMMENTS
On July 20, 2018, John Patrone met with Allison Lohrenz and Kristina Witosky to conduct a pre-operational inspection
of the Eubanks Road Permanent Household Hazardous Waste Facility located on Eubanks Road in Chapel Hill, Orange
County.
1. The facility is a permanent household hazardous waste (HHW) collection facility owned by Orange County.
2. The HHW facility is located at the Eubanks Road convenience center, adjacent to the closed unlined municipal
solid waste (MSW) landfill and closed construction and demolition debris (C&D) landfill and the yard waste
treatment and processing (T&P) operation.
3. The facility was constructed in mid-2017. The facility is not in operation. Ms. Lohrenz stated that the facility
is expected to commence operation on Thursday, August 16, 2018.
4. Ms. Lohrenz stated that when this facility has been in operation for about a month, the current permanent
HHW facility, No. 68-01 (located on Eubanks Road adjacent to the closed lined MSW landfill), will be closed.
5. The SWS shall be contacted to conduct a closure inspection of the HHW collection facility 68-01. Ensure
all HHW is removed and the building cleaned prior to the inspection.
6. Access to the HHW facility/building is via the newly constructed Eubanks Road convenience center.
7. The facility will operate Monday through Saturday (closed Wednesday) 7:00 am to 6:00 pm and Sunday 1:00
pm to 6:00 pm.
8. The facility is permitted to receive HHW from Orange County residents. Ms. Lohrenz stated that material will
also be accepted from conditionally exempt small quantity generators (CESQG) within the County.
9. The facility permit, site plan, and operations plan were discussed.
10. The facility contingency plan was accessible.
11. The facility household hazardous waste generator identification number is NCPH0681302.
12. The facility shall obtain a certificate of occupancy (a copy submitted to the SWS) prior to operation.
13. The facility will receive HHW on an outdoor covered concrete receiving pad. The receiving pad does not have
a sump/drain but is enclosed by a flexible rubber secondary containment berm.
14. The building does not have a sump/drain. Secondary containment shall be used for HHW stored in the
building.
15. The facility will have HHW hauled-off from an outdoor covered concrete shipping pad. The shipping pad
does not have a sump/drain. Secondary containment shall be used for HHW stored on the shipping pad.
16. Ms. Witosky stated that the facility will utilize various methods of secondary containment.
17. The HHW facility will be operated by Clean Harbors.
18. The following are Clean Harbors certified personnel trained in facility operations:
a. Jeffray Meitz, 40-Hour HAZWOPER 29 CFR 1910.120(e), CEU No. 0004284, Clean Harbors
certificate of training in accordance with 40 CFR 262.34(a)(4) and 265.16 and 262.34(d)(5)(iii), and
National Environmental Trainers, Inc. in accordance with 29 CFR 1910.120. Primary Site Worker

19. Ms. Lohrenz stated that Clean Harbors will generally pick up HHW from the facility weekly.
The item(s) listed above were observed by Section staff and require action on behalf of the facility in order to come into or maintain compliance
with the Statutes, Rules, and/or other regulatory requirements applicable to this facility. Be advised that pursuant to N.C.G.S. 130A-22, an
administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit,
or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to
enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any
such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules.

20. The inside of the HHW building has a fire suppression system installed by T&S Fire and Security, Inc.
21. The fire suppression system shall pass inspection prior to facility operation.
22. There are four portable fire extinguishers located at the facility. The fire extinguishers were inspected by Dr.
Fire Protection in March 2018.
23. The facility has a portable eyewash station. The eyewash station was operated during the inspection.
24. The facility maintains a supply of absorbent material.
25. Clean Harbors staff will be on site during operating hours. Ms. Witosky stated that trained County personnel
can be used to staff the HHW facility for short periods of time if needed.
26. Prior to facility operation, submit to the SWS a SOP for the usage of secondary containment in the
HHW building and at the outdoor covered concrete shipping pad.
27. Ensure the facility has proper signage (picture submitted to the SWS) prior to operation.
28. Access roads are of all-weather construction.
29. The site is secured by a locked gate. County personnel are on the property daily.
30. The Chapel Hill Fire Department and the New Hope Volunteer Fire Department can be contacted to address
an emergency at the facility.
31. The convenience site accepts: MSW, cardboard, mixed recyclables, clean wood, food waste, used oil, motor
vehicle oil filters, antifreeze, batteries, food oil, food waste, textiles, bulky waste, etc.
32. As discussed with Ms. Lohrenz, ensure the yard waste T&P operation only accepts vegetative yard waste
and clean wood. Treated wood, plywood, pressboard, particleboard, and wood containing paint or glues
is not considered clean wood and shall not be accepted to be ground for mulch or boiler fuel. To grind
these types of solid waste for boiler fuel requires specific conditions stated in a permit issued by the SWS
(see 15A NCAC 13B .0201, “Permit Required”).
