Dear Ms. Drummond:

Smith Gardner, Inc. (S+G) has been assisting Mecklenburg County with environmental
oversight at the Holbrooks Road Landfill. This closed unlined MSW landfill has a landfill gas
venting system and a landfill gas perimeter monitoring network. Site data review indicated
landfill gas (LFG) concentrations at or near the Lower Explosive Limit (LEL) in wells located
adjacent to the waste. The property line is located a sufficient distance from the edge of
waste; therefore, additional perimeter landfill gas monitoring wells can be installed further
from the waste in these areas. To better monitor LFG concentrations at the Hollbrooks Road
Landfill, S+G personnel oversaw well LFG well installation in these areas. S+G personnel
met with drillers from Geologic Explorations Inc.1 March 1, 2017 for well advancement
activities. The following summarizes LFG well installation.

LFG Well Installation

Three LFG wells (HP-25, HP-26 and HP-27) were installed during this event. These wells will
be included in the updated monitoring network for the site.

HP-25: Installed further from the waste boundary due to detections of LFG at or near %LEL
at the vent trench. HP-25 was installed to a depth of 30 ft. bgs.

HP-26: Installed at the facility boundary to ensure area coverage. HP-26 was installed to a
depth of 30 ft. bgs and is located at the property line between the Holbrooks Road Landfill
and North Mecklenburg C&D Landfill.

HP-27: Installed further from the waste boundary due to detections of LFG at or near %LEL
in HP-9, HP-10, HP-11. HP-27 was installed to a depth of 30 ft. bgs.

LFG wells were installed in accordance with NCAC 2C regulations. All three locations were
installed with a 4.25 inch HSA and finished with an outer steel casing set to approximately
three (3) feet above grade, a well cap with a quick connect fitting, and lock. Approximate LFG
