Dear Jackie:
On behalf of Rowan County, Golder Associates NC, Inc. (Golder) is submitting the enclosed letter report
summarizing the installation of groundwater monitoring well MW-28R at the active Rowan County
Municipal Solid Waste (MSW) Landfill in Woodleaf, North Carolina (NC). The groundwater monitoring
well was installed in accordance with the Title 15A of the North Carolina Administrative Code (NCAC),
Subchapter 2C Section .0100 (the North Carolina Well Construction Standards) as a replacement well for
MW-28 as approved in your correspondence dated December 13, 2016.
On July 11, 2017, a Golder licensed geologist provided oversight for the installation of groundwater
monitoring well MW-28R. The well was installed by South Atlantic Environmental Drilling and
Construction Company, Inc. (SAEDACCO) of Fort Mill, South Carolina, a NC licensed driller. The
equipment consisted of a Gus Pech Brute drilling rig utilizing 4.25-inch inner diameter (ID) hollow stem
augers (HSAs).
The boring was advanced with HSAs to a depth of approximately 32 feet below ground surface (bgs).
The monitoring well was constructed with 2-inch schedule 40 polyvinyl-chloride (PVC) screen and riser
pipe. The 0.010-inch slotted screen was installed from 17 to 32 feet bgs. The filter pack consisted of
Driller Service Inc. (DSI) #2 sand from 15 to 32 feet bgs. A filter pack seal was installed from 13 to 15
feet bgs and consisted of 3/8-inch bentonite chips. The remaining annular space was filled with Type I
Portland cement. The surface completion consisted of a lockable steel protective casing and a 3-foot by
3-foot by 0.5-foot concrete apron. The boring / well construction log and Form GW-1 Rev. 8/13 are
provided as Attachment A. The monitoring well construction is also summarized on Table 1.
The well was developed on July 13, 2017, utilizing an air lift pump system until field parameters stabilized
and relatively sediment-free water was obtained. The well was developed for approximately 2.5 hours.
During that period of time approximately 48 gallons of water were removed to achieve a turbidity of less
than 10 nephelometric turbidity units (NTUs). The well development forms are provided as Attachment B.
The well was surveyed by Ribelin Land Surveying, Inc. A sealed survey letter is provided as Attachment
C. The location of MW-28R is shown on Drawing 1.
The replacement well MW-28R was sampled during the routine semi-annual sampling event in July 2017
and results will be submitted under separate cover. Should you have any questions or require additional
