Expires - July 08, 2019. PURPOSE OF SITE VISIT: Partial Facility Compliance Inspection STATUS OF PAST NOTED VIOLATIONS: None OBSERVED VIOLATIONS: None The item(s) listed above were observed by Section staff and require action on behalf of the facility in order to come into or maintain compliance with the Statutes, Rules, and/or other regulatory requirements applicable to this facility. Be advised that pursuant to N.C.G.S. 130A-22, an administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit, or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules. FACILITY COMPLIANCE INSPECTION REPORT Division of Waste Management Solid Waste Section Page 2 of 4 ADDITIONAL COMMENTS; 01 - Facility has adequate signage and locking gate. 02 - Roads are made of all-weather materials and in good shape. 03 - Incoming load weight tickets have all required information. 04 - Screening records are being kept, reviewed and has required information. 05 - Tipping floor is being kept clean during work hours and washed at the end of the day. 06 - It was noted on the last inspection that the loading bay and behind the push walls needed cleaning. Both areas during this inspection looked good and are being cleaned daily. 07 - Leachate collection system appears to be in good working order. 08 - Zero Windblown trash noted at the Transfer Station during this inspection. GOOD JOB! 09 - Facility has 3 Certified Transfer Station Operations Specialist: Charlie Rome: expires 3/12/2019, David Lowe: expires 5/25/2019 and James Bolen: expires 10/9/2020. 10 - Onsite operator during this inspection was Charlie Rome. 11 - Yard Waste is now being composted in good order. Has windrows not exceeding height requirements, being turned and has temperatures being taken. Did not review all temperature records. Pictures of the temperatures readings were reviewed. There was a temperature difference between John College’s probe reading and the probe at this facility,7 to 10 degrees was noted. The facility probe was higher. John and the facility will calibrate probes. 12 - Pictures were taken by Jeff Perry and John College of the 2 probes side by side and attached to this report. 13 - Scrap metal area is also being managed better. Pile is starting to get very large. 14 - White goods containing CFC’s are now being kept upright. Did not review records of CFC removal during this inspection. 15 - Please remember that the 2017/2018 Facility Annual Report is due On or Before August 01, 2018. 16 - Scrap tires are being loaded into open top box trailers. 17 - Please submit a new map with YW and LCID location changes with new permit application due in 2019. 18 - Digital pictures taken during this inspection.
