STATUS OF PERMIT:
The Permit to Construct Phase 3 and 4 and the Permit to Operate Phase 1 and 2 was issued on March 26, 2018.
PURPOSE OF SITE VISIT:
Comprehensive Inspection
STATUS OF PAST NOTED VIOLATIONS:
None
OBSERVED VIOLATIONS:
1. 15A North Carolina Administrative Code 13B .1626(2)(a) states: “Except as provided in Sub-Item (b) of this Item,
the owners or operators of all MSWLF units must cover disposed solid waste with six inches of earthen material at the
end of each operating day, or at more frequent intervals if necessary, to control disease vectors, fires, odors, blowing litter and scavenging.”
During the inspection, inadequate cover was observed on the northern and northwestern side slope of Phase 2-Cell 2D. Also, an area located to the east of the active working face was observed uncovered. To achieve compliance
with 15A NCAC 13B .1626(2)(a), a minimum of six inches of earthen material must be provided to all inactive areas of Phase 2-Cell 2D within 10-days of receipt of this inspection report. A follow-up inspection will be
conducted to verify compliance.

ADDITIONAL COMMENTS
1. The facility consists of a MSWLF and a drop-off convenience area for residential waste.
2. The facility is permitted to receive solid waste generated from within the States of North Carolina and South Carolina,
consistent with the local government waste management plan and with the franchise approved by the Anson County Board of Commissioners. The facility must not receive solid waste from transfer stations that accept solid waste
generated in states other than North Carolina and South Carolina.
3. Proper signage was observed at the entrance of the facility.
Operations Inspection of the MSWLF:
4. Waste was being placed in Phase 2, Cell 2D. 5. The facility is permitted to use a tarp, automobile shredder fluff mixed with soil, petroleum contaminated soil and
seaboard solids as alternative cover material. The facility is currently utilizing automobile shredder fluff as alternative cover material. 6. The facility utilizes two tippers.
7. No unacceptable waste was observed. 8. Several areas of erosion were observed along the northern side slope of Phase 2-Cell 2D. Take measures to ensure
that these areas are repaired.
9. The solidification area is located on an inactive area of Phase 1. Take measures to ensure that all waste that falls on the ground during removal of material from the solidification pit is removed immediately.
10. All woody vegetation must be removed on the perimeter slopes.
11. Edge of waste markers were being maintained. 12. Access roads were well maintained.
13. Leachate recirculation is not being conducted.
The item(s) listed above were observed by Section staff and require action on behalf of the facility in order to come into or maintain compliance
with the Statutes, Rules, and/or other regulatory requirements applicable to this facility. Be advised that pursuant to N.C.G.S. 130A-22, an administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit, or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to
enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules.

Operations Inspection of the Yard Waste Treatment and Processing (Wood Grinding)/Composting Area:
14. No unacceptable waste was observed. 15. The facility is not actively composting at this time. Ground material is used within the landfill. No material is distributed to the public.
Operations Inspection of the Scrap Tire Collection Area:
16. Tires were being collected in a covered trailer.
Inspection of the Leachate Storage Area: 17. The leachate storage area consists of two 250,000-gallon leachate storage tanks and a leachate storage basin
consisting of an inground storage tank constructed of lined cast-in-place concrete. 18. The leachate storage tanks will be kept empty and remain available as back-up to the leachate storage basin.
19. The leachate storage basin appeared to have an adequate amount of freeboard.
20. The leachate is pumped from the leachate storage basin to the Anson County WWTP via a force main.
Records Review:
21. Reviewed the permit, training records, waste determination records, random inspection records, quarterly methane monitoring records, scrap tire certification forms and semi-annual groundwater, surface water and leachate
monitoring. 22. 275,230 gallons of leachate was discharged in May 2018. 23. Certified Manager of Landfill Operations Certifications:
