STATUS OF PERMIT:
An amendment to the Permit to Operate a Large Type 1 Solid Waste Compost Facility was issued on July 1, 2016. The
permit shall expire on May 31, 2021.
PURPOSE OF SITE VISIT:

The item(s) listed above were observed by Section staff and require action on behalf of the facility in order to come into or maintain compliance with the Statutes, Rules, and/or other regulatory requirements applicable to this facility. Be advised that pursuant to N.C.G.S. 130A-22, an administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit,
or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules.

ADDITIONAL COMMENTS
1. The facility is a Large Type 1 Solid Waste Compost Facility permitted to receive yard and garden waste, silvicultural waste and untreated and unpainted wood waste.
2. Proper signage is displayed at the entrance of the facility. 3. The facility is secured by a gate. 4. Observed the receiving area, processing area, windrow areas and storage areas. All areas were being managed
properly. 5. No unacceptable waste was observed. 6. No objectionable odors were observed.
7. Compost pads and roadways were well maintained. 8. Reviewed the permit, operations plan, compost analysis and temperature records. 9. The facility has moved a majority of the composting operations to the Mecklenburg County Compost and Recycling
Facility (Permit # 6036-COMPOST-2017) located at 140 Valleydale Road, Charlotte. The facility has only accepted bagged and unbagged leaves from the City of Charlotte. Compliance inspections will continue to be
conducted until the facility is officially closed.
